It approved up to $50,000 from donated shelter funds for a low-cost spay/neuter program for county residents run by It Takes a Village K9 Rescue. Commissioner Marksberry questioned the change in approach. The court also made several board appointments and reappointments, with Marksberry opposing the planning commission appointment of Harry Pedigo. It accepted the retirement of parks employee Mark Irby.

This amendment increases the original budget by $1,268.15 in salaries. Office expenses and capital expenses remain unchanged resulting in an amended budget total of $2,691,276.78 for calendar year 2025. I have reviewed it and see no issues. 2025 budget that includes a $10,000 adjustment to capital expenses due primarily to the new radar trailer and some other minor equipment costs related to animal control and a $15,000 adjustment to operating expenses which was due to several unforeseen expenses their office incurred throughout the year. included minor moderate fleet vehicle repairs. The cost increased to the investigative division software renewal, higher than expected cost for uniforms and phone lines, but primarily for the purchase and implementation of check scanning hardware and software for the tax office to optimize their mail processing efficiency for tax collection. Salaries remain unchanged, resulting in an amended budget total of 7,448,4981 for calendar year 2025. The total increase is $25,000 and I see no issues. — Thank you, Mr. Johnson. — for the Kentucky Community Development Block Grant or CDBG program guidelines. Every year, the county can submit a single application in the public services program area up to $200,000 for operational costs to support a recovery center. The Owensboro Regional Recovery Center or ORRC is the only entity that meets this criterion. Each year, OC applies for $200,000 of CDBG funds. 190,000 is for salaries and 10,000 is to grad to administer the grant. We simply act as the fiscal agent passing these funds along after receipt and appropriate draw applications are completed. This is the resolution in CDBG grant application to meet that end. Mr. Johnson. — The concrete wet well floor of Whitesville Wastewaters lift station number one ruptured on October 3rd of 2025, forcing a temporary rroot of

sewage while the pump was situated under the broken wet well as a temporary solution. All regulatory agencies have been notified of the situation. Whitesville is pursuing an emergency rehabilitation project to correct the issue at a total cost of $56,597. GRD has researched all other funding opportunities that may exist through KIA and DLG and have found no emergency funding that can assist them. Whitesville will be utilizing $30,025 from residual cleaner water grant funds and Mayor Mayfield is requesting funding from Davis County fiscal court for the remainder of the cost in the amount of $26,572 such that they can complete the project. Judge Skylar is going to give us a really good update of what's going on and the granting mechanisms if you would please. — Yes, absolutely. Commissioner, so uh thank you for allowing us to come today and to uh request this funding for the city of Whitesville. So, as Mr. Johnson had said, they're requesting the uh $26,572. So, they did have some residual funds

used um or left over from their cleaner water grant. Uh currently the Whitesville the city of Whitesville already has a 1% increase annually that is automatic every year for their water and sewer rates. So they are absolutely uh you know doing their best to try and get updated uh rates that reflect the needs of their water and sewer system. They are also currently under a um rate study with the Kentucky Rural Water Association that offers those uh offers that service to water and sewer systems so that they can see that the water rates are comparable for the uh household served and for the regional MHI and um that there's enough revenue in order to take care of these things in the future. This truly is an emergency uh twofold. first because of the instability of the way that the wet well is currently setting and secondly because the uh residual funds from their cleaner water grant must be expended by December of 2026.
