Summary

The court heard first readings, with no votes, of zoning text amendments and the 2023 tax rate ordinance. The zoning changes cover fence heights, pool setbacks, up to four residential units above a B-4 business, and reduced spillover parking requirements. The tax ordinance keeps rates at 13 cents for real property, 13.84 cents for tangible personal property, and 17 cents for motor vehicles and watercraft. The court also announced yellow stickers on county trash trailers so residents can report flying trash.

the Republic for which it stands one nation under God indivisible with liberty thank you commissioner castlin at this time I'm going to recess that meeting our regular Fiscal Court meeting and call to order a public hearing um Brooke if you'd read the first agenda item there's a public hearing for the 2023 proposed tax rate there are two primary calculated rates the first is the compensating rate and that is the rate that would produce the same tax revenue that was produced in the prior year compensating rate for 2023 is 12.6 cents per 100 of assist value the second is the rate allowing a four percent increase in Revenue that was produced in the prior year which is the maximum rate that can be set without it being subject to voter recall after reviewing this information with you the preference indicated to me was to leave all ad valorem rates the same as last year with no rate increases that would mean the County's proposed property tax rate is

13 cents per 100 of assist value now this rate is above the compensating rate because property assessments have increased over the last year because the proposed rate is higher than the compensating rate we must hold this public hearing where krs-68.245 to take any public comments on the proposed rate I would like to highlight that taking of right above that of the compensating rate is one of the few ways a taxing district or municipality can guard against inflation since the compensating rate results in the same dollar amount as the prior year I will reiterate that the Court's proposal is to keep all tax rates the same as last year with no rate increases I can answer any questions you may have any questions of the Commissioners for Mr Johnson no any questions from the public hearing none at this time I will say that they declare the public hearing is over and we will re return to our regular meeting right one consideration for presentation Proclaim Theater Workshop of Owensboro day thank you

so I have a proclamation from the office of the County judge executive whereas in September 1955 Lawrence Hager brought together fellow theater enthusiasts Walter Lazenby and Maxine Compton and the group evolved into Little Theater of Owensboro and whereas Theater Workshop Inc was officially Incorporated on November 30 1955 and whereas its first play The Man Who Came To Dinner debuted on December 1 1955 at Eastern junior high school and whereas after disbanding in 1959 members of the group reunited for the Festival of Arts in 1967 and whereas the company reformed this Theater Workshop of Owensboro in 1968 and whereas plays were held in high school auditoriums the road Hotel basement the National Guard Armory until the old Trinity Center became its permanent home in 1972 and whereas Theater Workshop expanded in 2011 with the purchase of the empress theater whereas the 60th season of plays presented by Theater Workshop of Owensboro will open with a production of

I just graduated from high school and really didn't think I liked theater and my girlfriend dragged me in to see The Importance of Being Earnest and that's when the magic happened and it changed my life and now here I am

a continual volunteer from that day to this and and now I'm I have my dream job as the executive director and I couldn't be happier more proud of the organization and where it's gone over the years kind of started out almost like a little Club you know and and we've expanded and and our offerings and and what we do for the folks of of Davis County and the surrounding areas and and uh you know we we help train businesses uh we we step into the schools we we started our penguin project for folks with special needs we want to involve as many folks as as possible in fact I've tried recruiting a couple folks here today for our Cabaret event that we that we happen every month so you just never know who you're going to see pop up at a theater Workshop event but uh but this means a lot and I wanted to share the moment with some of our friends and and staff members and and I'm glad that you could all be here for it this is quite an honor so judge Commissioners members of the Court we
