Summary

The Daviess County Fiscal Court met April 15, 2021. It opened with condolences for the family of a longtime Owensboro police officer and for a friend of the court who lost his wife. The assistant treasurer reported a cash balance of about $44.8 million across all funds, including roughly $20.3 million in the general fund. About $6 million of that is being held for the radio rework.

The court approved the previous minutes, all claims, and the county road aid agreement with the Kentucky Transportation Cabinet. The agreement brings in about $1.48 million this year. The court also approved an easement restored near Diamond Lake and an amended lease-to-own agreement for a material handler with Ricky Moore Trucking.

The court hired Julie Gray as the county's first veterinarian, expected to start July 5. She will help design an in-house vet clinic at the operations center for spay/neuter and similar services. Seasonal and part-time hires for the road department and the parks were approved. The court also reappointed two people to the DC SWEEP board and appointed Gail Niehaus to the PVA assessment appeals board.

The court held the second reading of a zoning ordinance for an apartment development near Daniels Lane and Hayden Road. Members first added two conditions: ornamental fencing and tree screening along the east, south and west property lines. They then passed the amended ordinance, which upholds the planning commission's rezoning.

In closing comments, the judge discussed COVID case comparisons and the Confederate monument. Sites considered for relocating the monument have so far declined it, and he hopes to bring a recommendation in late May. The meeting then adjourned.

    commissioners you've all had a copy of the bills doing payable with davis county fiscal court in your hands for some time any questions of the assistant treasurer there being an all in favor signify by saying aye aye opposed motion carries next item c county road aid co-op program resolution number seven 2021 and contract with the kentucky transportation cabinet for fiscal year 2021 2022 most approved thank you i have a motion second mr johnson i think you were going to explain this yes judge this agreement is between the commonwealth of kentucky transportation cabinet department of rural municipal aid in the fiscal court of davis county to provide county road aid funds for construction reconstruction and or maintenance of certain roads and bridges within the county these funds are derived from the state gas tax allocated via the fifth formula and this year's apportionment is one million five hundred and twenty five thousand one hundred sixty one dollars and eighty cents we will receive ninety seven percent of this figure which is one million four hundred and seventy nine thousand hundred 407 the remaining three percent is withheld uh by the state in an emergency fund

    ricky moore trucking llc move to proof second i have a motion second david do you want to talk about this or do you want me to take a attempt so a year ago we approved the original agreement with ricky moore regarding this material handler it was not clear regarding the handler at the end of the agreement it is a lease to own so since it was not clear it was implied that it was a lease to own but it wasn't clear so he asked that we make it clear so we amended the agreement so it clearly states that if they make the payments all the way through the term that we will sign the equipment over to them this was the original intent of the agreement but when his accountant was looking at it asked to see the agreement he said whoops this is not how that's written as i said it's implied in it but it doesn't state it yeah and it had some tax consequences so any other question or comment there being none all in favor signify saying all right all right oppose motion carries f hired julie gray as a veterinarian
