Summary

The Daviess County Fiscal Court met on January 25, 2024, with Commissioner Castlen joining by Zoom. The meeting opened with the annual Christmas at Panther Creek check presentations. Five nonprofits each received about $3,080 from the third-highest total ever collected at the event, a little over $30,800 in all.

The court then worked through a long consent-style agenda, and the transcript does not record any opposing votes. It approved the minutes and claims, released a damage deposit and surety bond for the Schaefer Camp Road logging permit, and raised the starting pay for seasonal park attendants. It also backed a resolution asking Congress to add Daviess, Hancock and Ohio counties to the Delta Regional Authority, which would open up new grant funding.

Several grant items passed. These cover a law enforcement firearms and ammunition grant application, jail video arraignment equipment, a backup generator for the Masonville Fire Department, a Kentucky Infrastructure Authority grant for fire hydrants, and a $1 million CDBG grant for Habitat for Humanity's 10-home neighborhood. Commissioners questioned the Habitat project's timeline and design. The court also approved an emergency shelter agreement with Legacy church. A resident asked whether summer cooling shelters are being considered, and the answer was that none have been discussed.

The court also approved the July 5 fireworks production contract and contracts and quotes for the state sporting clays championship in August. It approved purchases of a hydraulic crane for the road department's sign truck and a final drive guard for the landfill dozer, and appointed David Smith to the ambulance contracting authority board. The next meeting was moved to February 6 at 5:00 pm.

  • 2:25

um will make presentation to five Davis County nonprofit organizations who spent eight nights a piece between Thanksgiving and the 2nd of January at Panther Creek Park collecting uh the $5 per vehicle fees uh for Christmas at Panther Creek I'm proud to announce that this was the third highest amount of money ever collected at Christmas at Panther Creek totaling a little over $30,800 and so tonight each of these agencies that I call up will receive a check made out to their organization for $3,080 essentially we take the total collected and divide that in half um we as a county will maintain our half to be able to continue uh seeing to the success of the program and then the other half is what's divided amongst the the five agencies and so tonight I will Begin by inviting Carolyn fber up Carolyn is with the Aubrey song foundation for eating disorders and Carolyn here is your check and you're certainly welcome to be able to make some comments well um just thank you very much for the opportunity this was our first year of being able to of putting our name in the pot and we were really excited to get drawn so we really appreciate the opportunity and actually

  • 3:39

had a lot of fun doing it so thank you thank you thank you and if you don't mind hanging around after everybody all the checks are presented I'd like us to get a a picture thank you absolutely thank you very much judge there were about 30 applicants this year uh and so five of those are the ones that are being recognized tonight the second is is a very popular Owensboro uh program that's been around for a number of years we're going to invite Mr Byron Owen up uh with the Owensboro Dust Bowl byren there's your check for $3,080 thank you sir thank you good evening we were indeed thank very thankful and honored to be one of the five nonprofits selected to participate in Christmas and pther Creek Park it was a privilege to be there eight nights we were there and I should to say thank you thank you the next agency is Mosley Ville volunteer fire department and I've asked him to be able to keep this short [Laughter] she I don't know why everybody always says that when I get ready to talk I you

  • 6:08

simply couldn't do it without the help of our community it was a great opportunity thank you so much thank you all right so at this time we'd be able to before we do the picture and before we dismiss them do you mind telling those who might be watching uh when when they can get their names in the hopper for next time absolutely so the five agencies uh that collected in 2023 unfortunately are not eligible to be able to reapply for this upcoming year but the application for Christmas at Panther Creek is available on our County website 12 months out of the Year anytime a nonprofit in Davis County wanted to be able to submit the application they could find that there uh and once they submit it it'll come over to the park office uh so if they'd like to be able to do that this week uh or you know sometime across the uh summer they're welcome to do that at any time uh it will be at the October um par board meeting uh where those applications will all be brought together and a board member then will choose numbers uh to be able to select those five agencies obviously we couldn't ever go into the missions of these five agencies and determine that one's better than the other uh so we just assign them all numbers and then

  • 7:22

draw those numbers out of the Hat very good so y they're available at any time and we're also always interested in New sponsors for lights at the park um there's a lot of opportunity for us to be able to expand that as well and and certainly we'll be working hard this year to be able to do that very good thank you here we go three two one we're take another one three two one all right looks good thank [Applause]
