Summary

The Daviess County Fiscal Court opened its first March 2024 meeting with a community report from Owensboro Health. CEO Mark Marsh and board chair Gavin Roberts described the system as the largest employer west of Louisville. They reported 49 new providers added, about 65% of new patients able to see a primary care provider within 14 days, 150 days of cash on hand, and a new innovation center and mobile learning labs. They also noted ambulance response is still being worked on with AMR.

The court then moved through its consent-style agenda. It approved the Feb. 22 minutes and all claims. It accepted a petition to discontinue a roughly 410-foot section of Fenwater Road in far east Daviess County and appointed viewers to inspect it.

The court also approved the annual youth soccer field agreement and a new solid waste disposal agreement with the Regional Water Resource Agency. Under that agreement the rate rises $1 per ton each year for four years, from $16 to $20 per ton. Several bids and quotes were awarded: a boom mower and a utility cab tractor to replace equipment damaged in a rollover (to be offset by insurance), clay targets and tree mulching for the gun club, and entry fence replacement at the landfill. The court also approved a regional KYEM mutual aid agreement.

The court approved promotions for three employees and the hiring of a temporary veterinary technician and several seasonal park attendants. A first reading was held on Budget Amendment Number One, which adds grants for a Masonville fire department generator, fire hydrants and detention center video arraignment. A second reading is still needed.

During public comment, a speaker for the Coalition for an Inclusive Daviess County criticized the handling of the library board and book challenges. Commissioners thanked county staff for their budget-season work, and the meeting adjourned.

    Commissioners um community and we're here tonight I'm chair of the board Gavin Roberts uh live here in Owensboro Davis County I guess I'm supposed to give my address right am I supposed to do that all right um here to present uh the good things going on with our Community Health System wboro health and I say community because this is and we had a several different meetings and this is your all's hospital um it is the community hospital um it's a nonprofit hospital and we want everybody to to feel welcome and we feel proud to present this community report to the county and the city um once a year to do that so our mission with wboro health is to ex we exist to heal the sick and to improve the communities that we serve and we truly um mean that every meeting that we have we start with that mission statement so that is that is Forefront everything and that's what we focus on on the agenda everything comes back to that that uh the purpose uh that we're that we're here so with that being said I want to introduce Mr Mark Marsh um CEO with is going he'll be here three years this summer um built this very this very well stute team behind them um I can

    promise we were some meetings U several of s some meetings in Nashville on Thursday and the expertise and stuff that they're bringing to this community healthwise and just expertise Economic Development wise as well Mark will will allude to some of that um is second to none uh we are very lucky to have wboro health here in our community um and it is an economic engine it's the largest employer west of Louisville um you know it's over 5,000 um employees if you consider all the the different um contracts and everything um but every one of these U I guess the front two front rows here um Mark will introduce them but very very PL to work with each one of them every day so I it's I take a lot of pride in Owensboro Health take a lot of pride no brought in Davis County being from here um but I can promise you that every one of these folks right here do too um to their core so introduce Mark Marsh welc good evening judge Commissioners thank you um feels like it was last week we did this I actually look forward to this I really do and I know I get a chance to meet with each of you throughout the year and so just as

    Gavin said uh thank you for the opportunity to be here tonight present to you and uh and others here in the community just to kind of hear about your hospital as as Gavin said so um I know you got a lot to cover tonight so I won't go through and introduce every single team member because it might take a while but I would like for him to stand up because I really want you to understand um the dedication and I'll talk through a little bit of this um what they uh commit themselves to every day and it's simply put and and you'll see in our mission statement but uh uh together we can do better and I think that's a true um just a simple analogy as it relates to healthcare so I'm going to ask this great team that I get to work with every day just to stand up please and uh if I went through the years of service we got a couple of our folks in the back here as well but uh um there's thousands years years of service but a lot of years of service here U from a very dedicated group who every day who live out that mission to work to improve the health and the lives that we get to serve every day so thank you guys being able to work with you every day so let me jump right through um am I do I have a clicker or do I need to here we go next there you go this is perfect that's great thank you we we'll move past those pretty quickly there you go um as Gavin said certainly our mission

    statement um we're blessed with 16 great board members along with a great executive team um those 16 board members and Gavin has led that and uh many of these folks majority of them I used to be say they all reside in Davis County but we now certainly through the the recent changes here and thank you for that um 15 to 16 reside in Davis County um ABY and I'll talk through the region what we serve but uh we're blessed with 16 very dedicated who who love this this Hospital love this health system and really understand the importance of Health Care throughout these 18 counties so again Gavin thank you for your leadership next slide so these are our six core commit I've shared it and again I'll just I'm not going to read through these verbatim but this is what we live to these are our values our our core principles every day and as I'm just wrapping up now doing Town Hall meetings with all of our team members I've just wrapping I got three left uh there'll be 25 Town Halls we've done over the last five weeks uh and we'll have over 3,000 of our team members who have heard um kind of where we're at the State of the Union but we we touch on this because they're the value they're the ones that go through that every day and and I think about in every one of our businesses and the changes we've experienced but I think about the most important up there is that teamwork without that teamwork you can only imagine for every one of our businesses what it would have been like and so I

    really appreciate what what is the the core of of our team in Owensboro health is is our team members and so again I just want to kind of walk you through those core commitments um I'm going to go next slide I'm going to kind of touch on some of these as we get through because I want to keep us on track and and certainly allow some time for if you guys some questions at the end but obviously you've seen these are the 18 counties that we serve serve and we kind of call our service here uh it is growing um but as we see that roughly almost 600,000 lives are the folks who we get a touch in in some capacity in a lot of different ways and I'll I'll share different ways you can see the landmarks up there whether it's hospitals entory settings Health plexes uh physician clinics and so on but again a lot of lies that we touch throughout those 18 counties next slide so these are the uh various uh different hospitals and so we always think about health system as hospitals but we know we're we're moving in a time frame where hospitals were really the secondary nature we got to have them but we've we've gone uh advaned so much in healthcare and so much is more in the ambulatory outpatient setting so you're seeing more of that footprint in in doing things out throughout the region that's not necessarily attached to the hospital but again these are just some of the the bricks and mortar we like to say I'm proud of the number of the
