Daviess County Fiscal Court Meeting October 20, 2022
Summary
The Daviess County Fiscal Court met on October 20, 2022. It opened with a proclamation naming October 2022 Domestic Violence Awareness Month, accepted by a representative of OASIS, and heard the treasurer's September report (cash balance about $65.7 million, general fund about $22.7 million, all funds within expected limits).
The court then passed a long run of routine and operational items, each by voice vote with no opposition noted. These were the minutes, claims, the annual Search and Rescue affiliation agreement, the winter white flag shelter agreement with the City of Owensboro (running Nov. 1, 2022 to March 31, 2023, with the cost split with the city and an expected savings of about $13,000 a year), and facility use agreements for five election voting center locations. They also awarded the Curtly Annex storage room bid to Landon Brothers General Contractors for $10,980, promoted Ron Whitworth to solid waste heavy equipment operator, and accepted the retirements of EMA deputy director John Klaus and heavy equipment operator Kelly Thomas.
The court gave second reading and passed three ordinances on the transient room tax. They update local law to match state statute changes so the tax can be collected from brokers such as Airbnb and VRBO and from campgrounds, and amend the 2012 bond ordinance to match.
During public comment, Mark Johnson presented a petition from property owners on Southgate Drive in Maceo asking the county to take over maintenance of their private road, which has been privately maintained since about 1940. The court accepted the petition and will take it under advisement.
In commissioner comments, the county's surplus auction was announced for Wednesday the 26th at 9 a.m. at the operations center. The court also previewed an appeal of a rezoning on property on Highway 144 with split zoning, with a first reading set for Nov. 15. The county attorney suggested deciding on the record without an argument hearing, with a final decision likely in December.
