Summary

The Daviess County Fiscal Court met on October 19, 2023. It approved the September treasurer's report, the prior meeting's minutes, and the claims, and the routine business passed without noted opposition.

The court approved a one-year lease with the Western Kentucky Raptor Center at Yellow Creek Park. The lease gives the center time to move its bird houses to a private site on Jones Road. Yellow Creek Park will also close at 7 pm instead of 5 pm starting November 1, so people can use the lit pickleball courts after work.

The court passed the second reading of an ordinance adopting amended goals and objectives of the comprehensive plan. The changes are minor and make the wording more positive. It also approved the white flag shelter agreement with the City of Owensboro and the Daniel Pitino Shelter for severe cold weather. Both the city and the county share the cost of a dedicated staff member.

On purchasing, the court approved five sets of turnout gear for the fire department, and a narcotics K9 unit and handler training for the Sheriff's office. It also reappointed Nathan Berry and Tom Lilly to the Owensboro Health board.

In comments, commissioners discussed flooding and drainage complaints from farmers in the Panther Creek area. The judge said he is still gathering information and has no timetable. The court ended by going into closed session on a possible real property matter, with no final action expected.

judge thank you for the opportunity uh tonight I present to you for your consideration uh a lease agreement between Davis County Fiscal Court and the Western Kentucky Raptor Center uh the Raptor Center is a nonprofit organization dedicated to the rehabilitation of injured and orphaned Birds of Prey uh currently at Yellow Creek Park they are capable of servicing about eight birds at any one given time uh and currently U they are servicing a total of about 300 animals uh that they that they are rehabbing so let me explain to you why it is that we are only doing a one-year option on this lease uh essentially uh it has become a uh Mutual understanding between uh myself and the Raptor Center that it would benefit them to be able to have these birds at a different private site uh located on Jones Road it's a property that they own uh where they are rehabbing these other uh bir other animals and U so we are presenting them uh with this one-year uh lease so that they have that amount of time to be able to remove uh their facilities from

  • 6:16

Yellow Creek Park uh those are all property uh that those Muses the bird houses if you will uh were all constructed uh by their volunteer Labor uh it's not any thing that the county has any money in and uh we are looking at trying to be able to get them um successfully moved out of Yellow Creek Park again within that next year uh so I would recommend approval thank you Mr Brasher do you have anything to add or no okay any questions from Mr Lee no commissioner Conor uh thank you judge uh Ross so the yes sir current five buildings will be taken down uh within whatever time frame it takes to be able to get those taken down and then the land itself will just be uh brought back to just grass or anything like that correct that is correct and the Raptor Society is the ones that's going to be responsible for doing so that is correct okay they essentially are are made aware of what needs to be done with regards to moving they built the muses to be transportable so okay if at any time they needed to be able to move them 10 ft one way or the other that was very simple to be able to do um the original design and plans for this 15 years ago

  • 7:31

that Eric and I originally conceived of um didn't didn't come to complete fruition and and so they have uh transitioned some of their leadership as well from Eric Miller uh who has signed this agreement on behalf of the Raptor Center over to the Allen Family who owns the property on Jones Road they all have the federal permits it's required to be able to do the rehabing so it it works out perfectly fine thank you Ross just and then one other small comment if I could make sure concerning yellow Yellow Creek Park in particular uh recently uh I think the Judge castlin uh change the hours that's correct and when the Park is open for this coming November that is uh starting November 1st uh we will go to 700 p.m. closings as opposed to 5: obviously L A lot of people get off work at 5:00 in the evening we have lit pickle ball courts and that is the only lit pickle ball courts anywhere in the County or the city uh so we will have an additional two hours each evening to be able to allow people to come out in the month of November to be able to play pickall what type of comments have you gotten so far very positive very positive there there are a lot of people that are very interested and very happy

  • 8:44
