    amendment adds to the total of the budget budget transfers do not add to the total they're just moved in between so give you a simple example if you had one account that's a thousand dollars over i make that adjustment to to increase the budget a thousand i will decrease another account by a thousand dollar saturn so the total budget will not change so i'm requesting that your authority to make the following budget transfers 2 469 250 in the general fund i would note that about 60 percent of that is due to two items one is a round robin where we've sent the irs a 550 000 check twice and they keep sending it back and we've now got that resolved but i can't net them so it shows up as additional expense when it really wasn't and also because the when we budgeted last year trying to budget how quick the hotels would come out of covid we we under budgeted they did a lot better so the transfers to the tourist tourist convention bureau and what's it called convention cvb visitor bureau and to the uh

    the city for the one percent that we give them for the operations for the convention center are a lot higher than we budgeted so that that speaks over about 60 percent of that number also in the road department's 82 000 jail fund 226 500 construction fund two hundred thousand dollars and the solid waste funds a million seven hundred and sixteen thousand dollars i request your approval commissioner's question or comment i know jim and i talked about some of these things and he hit the highlight it's a good thing that the uh hotel motel tax is coming back because that helps offset the operational loss that the city has at the convention center also gives the cbb more money to do their programming and try to bring people in one of the things that i would point out is the uh the jail where we have 160 000 overtime wages simply because all over time art and the folks that he has is working all the time they it's hard to find people it's just hard if you notice that's all set primarily in the in the full time so they couldn't get full-time they'd have

    to work part-time over yes so it's really offset by the normal wages anyway the the other thing was uh in solid waste the construction fund i think that before we said we didn't know that we were going to start that sale as quickly i don't believe and so we didn't have that in the budget necessarily and had to win enough total just not per life right right so any any question or comment question or comment by the public hearing none all in favor signify by saying i i oppose motion carries next item jenny do you regarding the edcwa grant project resolution 14 2022 except project grant certificate of recording officer opinion of legal counsel clear site certificate grantee ser clear site certificate legal counsel and accounting certification motion second i have a motion and second mr smith explain to us yes this is part of the senate bill 36 which uh was obviously passed two years ago and it was the state dealing with the arpa money that came from the federal government

    and they set aside 250 million dollars for water projects and wastewater projects davis county got a a share of 3.7 million the judge met with the local utility providers back i think it was last june and we submitted that to the state as you all may recall i think it was in february the the lieutenant governor came down here to present ceremonial checks the money is being done through the kentucky infrastructure authority because of that the east davis county water association as a cooperative is not allowed to get money from the kentucky infrastructure authority so the davis county fiscal court has to get the money and then pass it through to them both the city rwra and the water district and the city of whitesville can get money directly from kia without going through us so this this project is about eight hundred and fifty thousand dollars is what the original uh grant is for it is to put a six-inch water line down short station road from knottsville to jack hinton road and then go from

    that point up jack hinton road back to philpot this is as you all know we're nearing the end of strand doing a water study uh because of the the court would like to see a lot of money uh some some of this arpa money go towards increasing fire protection and you need to have six inch water lines for fire protection and and we know this is a fast growing area so we we we feel pretty confident that strand will say that this is a good place to invest but we needed to spend the money now unfortunately before we got their report david the my understanding is going to be another 250 million plus or minus another round yes the this last budget that they just passed includes another 250 million with the same distribution based on on on population so we should be getting about another 3.7 the process will be a slightly different we will be meeting sometime this summer to decide how to divvy up the money once we get the exact totals but instead of it going through the department of local government it will go through a house the general assembly will will actually line item the money uh when they meet next january yeah i think they got a

    little po because they land on money the governor took all the credit for it so this time they're going to make sure they get the credit for it yes sir that you have i've just got the study we're doing for the yes fire hazards and water lines and i hope the comprehensive plan when is that supposed to be finished it should be getting done and they came down uh this week to do some hydrant testing to see what hap when they open up one hydrant what does the hydrant next to it do so they're nearing they're nearing the end they already have the model built they're now testing the model to see how it works so those two things will be related right i mean the money and the study uh no no we're we're committed to doing this project regardless uh this but we're fairly confident this study is going to show that this was okay to do anyway yeah i mean the study and the money you said might be coming next time yes are definitely related because this study yes i'm sorry i thought you meant the money we're spending tonight no the money that when when we meet this summer we will already have the strand study in our hands so we will know the most effective way to spend that money when it comes to increasing fire hydrants in the county this this shows the importance of doing the studies having them in hand being prepared because if we didn't have this
