Summary
The Daviess County Fiscal Court met on February 22, 2022. Owensboro Health gave its annual report to the community. The court then worked through routine business, and the biggest item was the final repeal of the extra insurance premium tax.
Owensboro Health leaders said the system has about 5,500 team members, and about half of them live in Daviess County. They described a two-year strategic plan and a workforce effort that includes training more associate-degree nurses. Commissioners asked about charity care, financial counseling for patients, and health costs.
The court approved an ordinance repealing the insurance premium license fee on insurance companies outside Owensboro and other incorporated cities, effective July 1, 2022. The rate for residents outside city limits returns to the original 4.9 percent as the convention center and downtown project debt is paid off. People who live inside a city already offset the county tax and see no change.
The court also approved a Kentucky Pride Fund grant application for the household hazardous waste day on October 1, and a resolution naming Jordan Johnson as the FEMA applicant's agent. It approved an annual contract with the Eric Group for the Panther Creek fireworks show, and awarded four bids and quotes for trap and skeet targets, an LED tunnel, pavement sealing and striping, and drinking fountains. It also approved a hire at the transfer station and a budget amendment adding an EMA grant and an LEPP grant.
The court heard a first reading of Oweonsboro Metropolitan Planning Commission zoning text amendments covering accessory structures, pool setbacks, and conditional permitting for large solar farms with a higher bond. No vote was taken on those. A Fraternal Order of Police lodge president also spoke, and the judge reminded residents to turn around and not drown at flooded roads.

on facebook live we will make sure that that question or comment gets answered or stated at the end of the meeting we will have uh public comment and that's the time we allow people to come to the podium and make a comment but we've been closed actually since i think the end of march of 2012 when covid first started i was talking to mark marsh the ceo of the hospital and said back then if we had two cold cases we all ran around like we had our head cut off back in january i think we approached 400 cases a day uh i looked on the state's web last night and i believe we're down to 36 or 38 which is good it's still terribly high but it's coming down the other thing that i noted was that for the first time we have quite a few uh counties that are in the orange meaning they have 25 cases per 100 000 or less we have several of our sister counties in the far west who are actually in the yellow those are the counties thank goodness something right is going on in the county after all the terrible times they had with the

tornado so with that being said i think i gave jordan you had enough time to get the gavin's mic going it's on its own gavin you got a total of 10 minutes that's between you and mark i don't care who talks what but i'm going to lay this up here just to remind you george says not to listen to you so uh good evening judge mattingly commissioners castle and koger and wathen and county attorney clyde porter my name is gavin roberts and i am the current chairman of the owensboro board of direct board of directors i have served on the winsboro health board since 2017 i'm joined by mr mark marsh owensboro's hospital health president and ceo uh along with steve johnson there is back there uh appreciate the opportunity to come for you this year we would like to present a short update and then respond to any questions that you may have you've been given handouts and presentations that you can reference before i introduce mark let me acknowledge our outstanding dedicated board of directors appointed and elected from four distinct groups members appointed

by the city include myself candace break castle or candace castle and break president ceo of the greater owensboro chamber of commerce mr phil reini of independence bank members appointed by the county include angela thompson local attorney and master commissioner laura chapman of omu and nick hetman of stevenson and tierney members appointed to represent the medical staff include dr jason mills a pathologist dr andrea moore an ob gyn specialist and dr michael yazer at pediatrician members and automated nominated by the community organizations include vicky stoxtal retired chief nursing officer of owensboro health chris love of csr crs one source dave roberts of unifirst and mr bob farmer of first baptist church dr anthony mcbride an orthopedic surgeon serves as the joint appointee of the city and county these individuals represent the community and the health system very well tireless and dedicated servants they receive no compensation for their service i'm here to answer any questions that you may have following mark's comments but right now i'm going to introduce our excellent ceo and president ones of owensboro health

mark marsh gavin while he's coming up do you reckon nick hepman is watching tonight he may be okay i would change the picture you've got of him i wouldn't have said that if you said he wasn't watching welcome thank you glad to be here there you go it's a tough act to follow there but judge commissioners claude all the above um just thank you for allowing us here to be here tonight certainly give you an annual report and on a personal note just want to thank you for the warm welcome uh myself my family has received in the first eight months here being back in commonwealth so love being here and uh proud to be a part of this great organization so hopefully what i'll share with you tonight a little bit about kind of our journey um certainly how we're doing how we're performing and certainly give you a better sense of direction kind of where we're headed to so kind of give you something from the 10 000 foot level as well so certainly on behalf of the board very privileged as you can see those board members certainly have a great sense of pride and very committed i can tell you uh just having a chance to meet with them and talk with them they love the health system and i'll refer you a lot tonight to the health

systems we're growing but uh certainly we can't do it without our exceptional team members so what you'll hear a lot tonight is really talking about teamwork and certainly going through this pandemic if you learned anything i've been doing this for 28 years the last two years have been the most interesting two years i've had in healthcare say the least so again you can certainly see i don't read all this we're going to be punch you on time if not judges will warn me if i'm not out here at 5 10 and i guess you know run me out the door but as you can see here our mission is first and foremost pretty simple right to take care of the sick and heal all the communities that we serve and certainly how we improve the lives of those that we serve and ultimately is our vision simply we want to be a regional health care center system and so as i shared several times it breaks my heart maybe the wrong analogy but um it upsets me when i find out people have to leave they leave health care is local i'm all about making health care local and it's all about quality and outcomes and patient experience and so what you'll hear today is really building the right culture so we can hit on all those marks and so not that it's broke but we want to enhance it we'll make it better every single day and that's certainly my commitment to you as one member of the entire team so next slide you can kind of see our

core commitments um i'm not going to read on every single one of these by any means but um these are our six i'll say kind of the core commitments are attributes what we want to ask of every team member we're now pushing almost 5 500 team members um within the health system we're growing that's going to continue to grow certainly we make up about 52 percent of our team members actually reside in davis county and you hear that throughout but just to hit on a couple of these highlights i've referenced already it's teamwork if we've ever found a time during covet it's taken the entire team and it's it's taken every single person to make sure how we care for our patients how we care for each other but again we put a lot of emphasis around the teamwork and uh that'll be a lot that you'll hear this evening service services is how we care for each other and uh i believe in many ways that's the differentiator it's people select healthcare nowadays you're gonna look and see how we how we service people you know get have access you can have you know capable competent doctors quality but it's how we care for each other healthcare is no different people are going to look and see how we care for and about you if we don't do that then people are going to look at other options so you're a customer like anybody else we're not owed anything that's how we care for you and if we care for you and we do it the right way you know what more people will stay local so many ways we control our own destiny so these are kind of our six
