Summary

The Daviess County Fiscal Court met on April 21, 2022. It opened with a proclamation recognizing April as Fair Housing Month, accepted on behalf of the Green River Area Development District.

Kentucky Transportation Cabinet staff presented the rural secondary road program. The recommended resurfacing projects are KY 1554 (Audubon Parkway to US 60), KY 456 and KY 500. Commissioners pressed the cabinet on delays with earlier projects (KY 815 shoulders, KY 764 culverts), drainage problems near Roman Meadows, and the condition of Fredericka Street. The court then approved the rural secondary resolution, excluding flex funds.

The biggest action was approval of a contract with Conexon (transcribed "connexin") to bring fiber broadband to all residents in Kenergy's territory outside the Owensboro Municipal Utilities service area. The county will provide $10 million in ARPA funds, and the project is to be finished within 18 months. Conexon is expected to give a public presentation on May 5.

The court also approved the March minutes, claims, fund transfers (including landfill closure and post-closure funds), and a new street lighting district for Woodland Ridge Unit 9. It awarded a $23,179.50 bid to Varsity Scoreboards for six wireless scoreboards at Panther Creek Park, and approved several personnel actions: two retirements, a promotion and a hire. A second reading of a budget amendment passing through a $1 million federal CDBG grant for Oasis was also approved.

In closing comments, the judge explained why the driver's license regional office is at the county's Highway 81 operations center: the state agency, not the city or county, runs it, and the alternative was losing it to another city.

    warm weather is coming if you see me in my spring jacket i finally put it on today even though it's chilly and rainy because i wasn't sure i was going to get to wear it this spring but i did so jenny are you ready yes sir item one consideration for presentation a proclaim april 22nd as fair housing month april 2022 whereas the strength of our nation and all of its states flows from the promise of individual equality and freedom of choice and whereas the anniversary of the enactment of title 8 of the civil rights act from 1968 the federal fair housing law during the month of april is an occasion for all americans individually and collectively to rededicate themselves to the principle of freedom of choice and to participate in efforts to eliminate all housing discrimination whereas title eight of the civil rights act of 1968 guarantees citizens the critical element of freedom of choice and the selection of a home and whereas fair housing is the policy of davis county kentucky and the implementation of that policy requires positive commitment involvement and support of all citizens and whereas barriers

    and talk to us yes yes you do uh members of the support uh thanks for the opportunity to come here and speak with you all and present then our projects we are going to recommend for royal secondary program this year my name is matt west i am the branch manager for project delivery and preservation in branch two of kytc district two um which is a fancy way of saying construction and maintenance so and i've got scott phelps he manages he's a section supervisor transportation engineer in our owensboro section which covers davis county and he manages our payment programs in that out of that office and he's going to present our projects for this year and then after that if uh i'll come back up and answer any questions you all have uh related to uh kytc and davis county and and uh for your information matt ask us to be gentle with scott since this is going to be i think his first time to come up so come on up scott and here i prepared for a grilling

    i'm prepared for a grilling do then it's not hamburgers and chicken well judge i just want to say i understand that this will probably be the last time that we're coming before you and just want to say congratulations and we'll dive into what we've got now the first page is what you are the most interested in which is the funding these numbers are the same numbers as last year because being a budget year we did not have the budget number sent out to us and i'm hoping you'll notice that there is uh hold on just a second uh jordan i'm assuming do you have a copy of what he's doing correct okay it's not on the screen i just want to make sure the folks that are watching and i don't know why they would be but that the folks who are watching will be able to understand you so go ahead so you'll notice there is the note down there that that we reflected at percent reduction due to covid i'm hoping those funds are coming back this year but i just don't have the numbers to say for sure so i just left them the same which is 200 which was 278 thousand

    dollars for davis county in flex funds and our funds are seven hundred and twenty three thousand dollars [Music] so our recommendation number one is for 1554 to start at the audubon parkway and continue that all the way over to us 60. you may recall a few years ago that was the detour when work was being done on 60 so took a lot of heavy truck traffic so we're hoping to be able to bring that back up uh with a new surface of uh asphalt so adt on that road is 1258 1258 vehicles a day or that's average annual daily truck traffic and i'm hoping we're going to be able to come in at 373 000 on that one [Music] the next is not too far from there it's kentucky 456. again asphalt resurfacing that is the whole length of that road it's 3.9 3.39 miles going from kentucky 56 all the way over to kentucky 500. and adt on that one is 317 and looking at

    254 000. the last one that we have on here is kentucky 500 that connects in with 456 there and that is the whole length of that road again it's 3.18 miles going from kentucky 56 to the end of state maintenance and average annual daily truck traffic of 235 and looking at around 238 thousand dollars so for folks who are who are looking the the kentucky 500 runs from st joe to kurdsville that's that entire length from st kurdsville if you go out kentucky 56 where you turn hard left to go to saint joe and go straight that is kentucky 456 in that correct mark [Music] and then 1554 is right there where you that's the out of an exit from the auburn exit and it runs over to 260 260 or over the us-60 yes
