Summary

Three contracts were awarded: sidewalk and curb rehabilitation in the Friendly Village subdivision to Rivertown Construction ($645,450.50), an aluminum box culvert for Beard Road (the amount was captioned as $16,500) with 80% state reimbursement, and a Masonville fire station roof replacement covered by insurance after the March hail storm. A quote for animal control vehicle upfitting was also awarded to Tone 3 Emergency Upfitters. The court also promoted several fire personnel and accepted two retirements.

In comments, commissioners discussed drainage rules for farmers and possible state legislative changes, and the judge announced upcoming community events and honored a longtime Stanley volunteer firefighter who had died. The meeting then adjourned.

Um, just for those who might be watching or here in the audience, Commissioner Cassen is joining us remotely as as he's unable to be here in person. Uh, Commissioner Condra, if you would lead us in the prayer and the pledge, please. — Thank you, sir. if you would please. Dear Lord, on this day you've given us, yes, a hot day, a hot week, a hot month actually, we ask for these blessings on each and every one of us. The blessing of compassion that many times in an angry society, an angry world, compassion sometimes struggles to punch through. for humility, that we are servant leaders, that we recognize what those words mean, that it's not about us, it's about your people. The blessing of kindness so individuals know we care.

Uh Mr. Johnson, if you would. — Fiscal court created three standing committees in the adoption of the fiscal year 2526 administrative code with their membership and composition to be accomplished by executive order. This is the executive order for the solid waste working committee which will replace the Davis County solid waste environment and education panel otherwise known as DC sweep. This item does not require approval by the legislative body. However, it is included under consideration for presentation for inclusion in the permanent record. — Thank you, Mr. Johnson. General fund balance is 47,210,150.111 minus operating reserve and restricted funds cash for general fund operations for fiscal year 2526 is 37,437,62825 though the ending cash balance for the general fund may appear high in the last court meeting 6.3 million of transfers from the general fund were approved that will manifest in the July 2025 report as is the normal fluctuation of fund activity. I reviewed all account activity within the treasures report that was adjusted throughout the month of June with budget transfers. All variances were normal and explainable. All funds operated for the fiscal year 2425 within expected ranges outside of anomalies that I've already reviewed with court members. I'm pleased to report that the county ended the fiscal year in a strong financial position with little debt. The county's current total outstanding principal balance for all

    debt is 5.51 million set to be reduced by 1.15 million in fiscal year 2526. As to the beginning and ending balance changes for funds which are operating surpluses or deficits. All were expected minor and/or accounted for in budget transfers outside of the general fund. General fund had an operating surplus of 5.26 million. Approximately three million of that figure are projects that were not completed in the fiscal year that rolled over to the next. 1.45 million is state grant revenue for projects that have not yet started. 630,000 was a one-time deposit of the accumulated interest from the closure of the ARPA fund. The remainder is resultant from normal variability and revenue performance and efficiency initiatives by departments that materialized as savings throughout the year. In summary, after review of this activity, the county's tax structure is well balanced to cover approved operations and we are well positioned for future known expenses. It is simply reported to the court for presentation. However, the final report which is also um a representation of the fourth quarterly must be approved and accepted by the court by law. — Okay. This amendment to the salary schedule contains a single change whereby grade F4 is being adjusted from a starting rate of $3363 per hour to $31.98 per hour. The inspector position will be removed from grade F4 with the position of battalion chief in training taking

This change is to accommodate the replacement of fire inspector Keith Herm, the only position currently recorded in grade F4, whereby his replacement will start as a battalion chief in training in grade F4. And once all applicable training has been completed, the individual would be eligible for a promotion to battalion chief in grade F5. This is a slight restructuring for this tier of the fire department where by the end result will be two battalion chiefs, one for fire training which is existing and one for fire inspections and investigations. This change does not increase the number of employees in the fire department but instead incorporates the replacement position into the leadership hierarchy. The document details the responsibilities of each party as well as the order of operation and
