Summary

The Daviess County Fiscal Court met on February 6, 2024, and moved quickly through a full consent-style agenda. Every item that came to a vote appeared to pass by voice vote.

The court approved the January 25 minutes and all claims. It approved a 12-foot easement so KENERGY can bore a new underground 7,200-volt power line at Yellow Creek Park, replacing deteriorated service. Other approvals included the EMA time-reporting confirmation, which keeps the county eligible for 50% salary reimbursement, and the jailer's annual incentive payment. The court also approved a fire hydrant project resolution and a CDBG cost-overrun resolution. It awarded a $122,450 contract to MW Construction for a pay window in the circuit court clerk's office, which the Administrative Office of the Courts will reimburse. Three hires were approved: a building and grounds technician and two truck drivers.

During public comment, a coalition spoke in support of two nominees for the public library board. A speaker also invited the public to a Feb. 10 performing arts center show. Commissioners then spoke about improved animal shelter euthanasia rates, library accountability and the senior center location search.

    good evening I'd like to call this meeting to order this is the uh first meeting of February of uh 20124 a meeting of the Davis County Fiscal Court and commissioner Caston if you would lead us in the prayer and the pledge allegiance please bow your heads and pray with me God in heaven as we come before you today we thank you for the many opportunities This Day brings to serve our community while also serving you thank you for the challenges and opportunities you send us each day that allow us to be a reflection of your love and faithfulness to everyone we encounter thank you for allowing us to live in a country where we are free to disagree with others but please help us to grow in our understanding of one another while respecting our differences knowing that each of us is unique and created in your likeness thank you for the change of seasons and bringing us sunlight after the dark days we've had we ask that you bless the leaders of our Community whether they are formal or informal leaders to have the wisdom and strength for guiding us in a direction that leads us to you and finally as we recognize February's Black History Month please help guide our community leaders to have the courage to recognize the significance of the words with Dr Martin

    from the contract with the Eric group that was approved in Fiscal Court session of January 25th of 24 that will provide lot entertainment for the event legal and myself have reviewed it and we see no issues thank you any questions for Mr Johnson no no any questions from the public um I I'd like to just say to the public since we've got some folks here with us today uh I would invite all of you this will be July 5th at Yellow Creek Park so mark your calendars uh all those in favor signify by saying i i e Kentucky Emergency Management time and attendance reporting time sheets for employees of the Davis County Emergency Management agency effective October 1 of 2023 motion to approve I'll second you got a motion second Mr John this item is a confirmation to the state EMA that we are utilizing the required time reporting format for employees of our County Emergency Management agency reporting EMA's hours worked in the correct format makes us eligible to receive uh 50% of Select employees salaries as reimbursement Fiscal Court has been issuing this confirmation for many years and it is a stand standard

    item for All Counties you'll notice that the effective date is October 1st of 2023 which is the beginning of the federal fiscal year since the reimbursement funds for this program that flow through the state originate at the federal level they request that effective date for the confirmation I would recommend approval thank you any questions for Mr Johnson no no any questions from the public hearing none all those in favor 75 by saying I I F County jailers annual incentive payment for court year of 20124 I'll second got a motion a second Mr Johnson for certain elected officials upon completion of 40 hours of training per KRS 64 5275 section 6 Fiscal Court is required to pay the incentive payment directed by a letter from the Department for local government attached as the letter for Jailer maglinger although this payment is required it must still be reviewed and approved by Fiscal Court I would recommend approval any questions for Mr Johnson no hearing hearing none all those in favor signif by saying I I G resolution 04-24-18

    74,500 for the Davis County Fiscal Court hydrant project as a recap this project is for Fiscal Court to consult with engineers in the County Fire Department to determine where additional hydrant need to be installed in the Davis County Water District Whitesville and East Davis County Water Association systems to improve fire protection across the county the resolution that you have in your binders and Exhibits are requirements of the grant agreement I would recommend approval any questions from Mr Johnson no no any questions from the public hearing then all those in favor signify by saying I I H resolution 05 2024 Community Development block block grant program cost overrun responsibility motion to approve I'll second got a motion second Mr Johnson the US Department of Housing and Urban Development requires that Fiscal Court pass a resolution stating that Fiscal Court will be financially responsible for any cost overruns associated with the project as opposed to the pass through agency which in this Grant would be the Kentucky Department for local government this resolution is required to accompany the submission such that all parties are assured of the fact that cost overruns will be handled at the local level however we pass this
