The court hired a heavy equipment operator, appointed a member to the building code appeals board, and held a first reading (no vote) of a medical cannabis business ordinance. Commissioners closed with announcements, including a June 18 senior center groundbreaking and an update on construction and demolition debris at the transfer station.

The one piece that may be an outlier is the um fundraising efforts by the seniors as it continues to grow because they just recently announced a uh grant from the DARP Foundation of $50,000. Uh as that progresses, are we going to wait for the seniors to get more until we uh pay the rest of it or is there a plan for us to be able to keep going on matching that up to $5,000? Do you know that the funding will be continual as they report new totals up to the maximum. Thank you very much, sir. I think that they're going to get there. I think that 500,000 going to happen.     not inflate budget estimates to guard against this. Instead, we budget reasonably and adjust the budget during June meetings with these budget transfers. This is the first round of transfers, all of which are either offset by revenue, another expense reduction, are an approved result of normal operations, or a special item or project approved by the court. As a note, these transfers do not increase the budget. We are simply moving money around within the budget. I request your approval to make the following budget transfers. 1,430,415 in the general fund, $134,550 in the road fund, $122,25 in the jail fund, $282,500 in the solid waste operating fund, and $2,500 in the bond syncing fund.     serves as a tool for the annual audit to ensure that all employees are being paid the correct rates as approved by fiscal court. Attached is the salary schedule for fiscal year 2526. This salary schedule has incorporated the 2.9% cola for 2526 and includes adjustments to fire grades F1, F2, and F3 to remain within the pay average of our peer group. KRS1 133.030 dictates that each board member shall be paid $100 for each day served. Davis County Fiscal Court purchased a 2015 will excavator from the city of Henderson in conjunction with our interlocal agreement to operate their transfer station and then lease the equipment to Rickymore Trucking LLC to facilitate the operation and our two contracts. Over the life of that lease, Ricky Moore Trucking LLC has paid fiscal court $186,000. Our purchase price of the equipment was originally $175,000. The excavator now exceeds 10 years of age and Davis County Fiscal Court lacks any viable use for it other than at the Henderson Transfer Station. There was a tacit agreement between the fiscal court at the time and Ricky Moore Trucking that the lease would in fact be a lease to own, but in an oversight that was not included in the original document. It is legal's opinion that given the facts

    that one, Rickymore Trucking LLC has paid the county more than we originally paid for the equipment. Two, a tacit agreement did exist. And three, the only use of the equipment is to facilitate and continue the operation of the Henderson transfer station that the fiscal court can transfer all of its interest in the wheel excavator to Rickymore Trucking with no issues. We submitted the budget to the state after the first reading on May 8th of 25 and received approval as to form and classification from the state local finance officer on May 16th of 25. To reiterate, for fiscal year 2025 2026, the budget assumes a cola of 2.9%. It assumes the retirement contribution rates published by the Kentucky Public Pensions Authority for fiscal year 2526,

    that the currently adopted tax rates will be held constant with no new taxes levied, and that no additional debt will be issued. I will read the appropriations by fund and I will also note that there is offsetting revenue in the same amount per fund as the budget is balanced. General fund is 60,274,222. Road fund is $6,275,100. Jail fund is 11,546,724. Local government economic assistance fund or LGA is $137,500. The Economic Development Fund is $1,770,000. The bond fund is $3,66,700. The solid waste fund is $26,768,180. The county clerk permanent storage fees fund is $381,000 for total budget appropriations for all funds equaling $110,219,426. It should be noted the budget is unchanged since the first reading. Upon passage and publication, the budget will be effective beginning July 1st of 2025. It will be posted on our website and be available for examination in the office
