Summary

The Daviess County Fiscal Court met on November 2, 2023. It received a clean audit for the year ended June 30, 2023, with no findings and all funds accounted for.

The court approved routine business, including the minutes and claims. It also approved an interlocal agreement with Ohio County for paving about 690 feet of Mosley Road that Ohio County had left unpaved, with Ohio County reimbursing Daviess County. It approved a five-year Motorola maintenance and upgrade agreement for the P25 digital radio system and an agreement with the Owensboro Sports Center for the general election. The county commissioners' annual training incentive payment was also approved, with Commissioner Casson abstaining.

The court awarded three landfill and transfer station equipment bids: a new hay tedder, a tire sidewall remover, and solid rubber tires for the transfer station loader. It accepted Katie Jones's resignation, promoted Jade Garner to payroll and benefit specialist, reappointed Sunny Patel to the convention center and visitors bureau, and appointed Seth Baker to the building code board of appeals.

The court held first readings, with no votes, of two ordinances. One would repeal the mandatory volunteer fire department dues on property tax bills, effective January 1, 2024. The other would raise the insurance premium license fee by 11 percent, from 49 to a total of 60 percent, effective July 1, 2024. The dues bring in about $720,000 a year. The increase is estimated to bring in about $1.2 million, or about $480,000 more. Officials said the average homeowner should see little difference in what they pay, and they appealed for new volunteers.

Commissioners reminded residents about early voting, Election Day on November 7, and the Veterans Day parade on November 11. The next meeting was rescheduled to November 14 at 4:00 pm.
