Summary
The Daviess County Fiscal Court met on September 2, 2021. It opened with financial reports and tax rate certifications from the Conservation District, the County Library and the Extension District. The library took a compensating rate on real property, lowering its rate by a cent to 62 cents per hundred dollars. The Extension District set a rate of 0.9 cents.
The court approved minutes and claims. It approved Resolution 14-2021, a contract with Green River Area Development District (GRADD) to help administer about $200,000 in CDBG-CV utility assistance. Officials said the funds should arrive around the end of September or early October. Residents who need help sooner were pointed to the state Department for Local Government for utility and rental assistance.
The court rejected all bids for bullet-resistant vests for the detention center because the grant funding was no longer available. The jail will reapply for the grant. It also hired a solid waste heavy equipment operator, promoted Brooke Hagen to administrative assistant, and made appointments to the library board, River Park Center board, Drug Free Owensboro steering committee and Owensboro Health board. A budget amendment adding the $200,000 grant revenue and expense passed on second reading.
The court held a first reading of an ordinance giving an occupation license fee rebate to Griffin Environmental under the Kentucky Business Incentive program. The second reading is set for September 16.
In comments, the judge said the county will issue a request for proposals next week for broadband to areas outside the OMU service area, using ARPA funds. Proposals are hoped to be back by about October 1. Fish and Wildlife will treat Panther Creek Lake for gizzard shad after the end of the year.

represents us on that board commissioner castle do you have anything that you'd like to comment on i do not okay so that's the presentation and again folks any of these presentations uh regarding their financial reports or tax rate certifications can be found in the davis cane fiscal court clerk's office next item jenny c davis county library's fiscal year 2021-2022 tax rate certification commissioners again since they're spge they have a responsibility of sending this to us we have uh we have a couple ways that we can go uh in this case the library district decided on real property to take a compensating rate which actually reduced their tax rate from 6.3 cents per hundred thousand down to 6.2 cents per hundred thousand all the other rates for tangible personal property aircraft watercraft inventory motor vehicles stay the same uh that is will bring in a total revenue of five five million 165 492 dollars

uh this coming fiscal year um i have the property tax rate certification uh that was submitted to us and it from uh the county clerk leslie mccarty and it again verifies that those are the rates that will be taken by the library board any question or comment i i just want to thank the board for the good job they do i do believe they do a good job with their responsibilities in running their library i think that's one one of the really great boards that we have it's a very diverse board it represents all all phases of life in owensboro and davis county and i too would like to thank them next item jenny d davis county extension district's 2021 tax rate commissioners if you look you'll have you will see a tax rate the the extension district does an excellent job i serve on that board by virtue of my uh title as judge executive and they have

set their tax rate for uh 20 22 at point nine cents so that's less than one cent per hundred dollars of assessed uh value again i don't know how in the world that they they do what they do on such a low tax rate i know a lot of other extension districts that that are two three or four times that amount any question or comment next item jenny the davis county extension district's 2021 financial report again commissioners the financial report you'll find in your book uh it is a copy of the audit and they got a very clean audit did a good job and again i want to thank all those members who served on the board uh all those who are watching i would remind you if you have any questions any comments regarding any of the things that we just talked about that were presented to us you can find them on file with the davis county clerk fiscal courts clerk

the administration for the utility grant is going to be done partly by audubon and then partly by grad and i guess they're going to split the administrative fee so we had formalized contracts with audubon already and this is the document formalizing the contract with green river ad so have you heard i haven't heard an update on are they about finish they from my understanding those funds should be available here at the end of this month beginning of next month uh probably will show up just in time for us to utilize them for the for the winter months but we're still waiting on uh dlg okay as far as i know we we have now formalized all the documents necessary between us all right and we're just waiting on the final approval uh that sets the procedures and once they get that we're ready to go commissioners what this is about i'm sorry i didn't say that we we are going to receive roughly 200 000 for uh utilities uh to help folks pay for their tax due utilities
