Summary

The Daviess County Fiscal Court met on March 8, 2022, and offered condolences to the family of former senator Joe Bowen. The court said it is reopening the courtroom to limited public attendance (about 10 people by appointment) and hopes for full participation by mid-April, in time for budget discussions.

The court approved all items on its agenda. Routine business included minutes, claims, and fund transfers, among them a $570,000 transfer to the road fund. It also approved an administrative code change under which the county pays for an employee's new federally required CDL training once, with a sliding reimbursement if the employee leaves within 36 months. Other approvals were the annual fair housing resolution, a U.S. Marshal Service agreement update, polling place facility agreements, and a grant administration contract.

The court authorized a Kentucky PRIDE fund grant application for a new compost screening machine (about $240,000 in grant money, with $60,000 from the county). It raised the price of ammunition at the gun club to $8 a box. It approved an $11,820 design contract for renovating the sheriff's office tax collection space.

The court awarded landfill bids, including a roughly $1.2 million geosynthetic liner cell construction contract to Atlantic Lining Company, along with compactor wheels and dozer track chains. It also approved a surety bond release for Collins Estates and the hiring of seasonal park attendants. Finally, it gave second reading to a planning ordinance text amendment that makes solar farms a conditional use requiring bonding and a decommissioning plan.

In closing comments, members congratulated the Apollo High School dance team and the Owensboro Rampage hockey team. They discussed moving the April 7 meeting to April 11 or 12, and reminded residents of a free paper shredding event on April 1. The meeting then adjourned.

  • 5:00

seven commercial driver's license class a motion approved second i have a motion second mr hendrix the requirement to attain one's cdl has changed drastically recently individuals will have to participate in a four-week course it's expensive and the court considered that cost and this is being passed and added to the administrative code to clarify that the court will pay the cost for the employee to take that test one time uh if if they pass it then that cost because again it is a considerable amount of money the this spells out how long an employee must stay in order to not have to reimburse some of the funds so within 12 months that's 100 within 24 months 75 percent within 36 months 50 percent uh i've reviewed it's a good change i would recommend approval any questions or comments was this yes was the change that was made was that federal or state federal okay so

  • 6:14

this basically is going to make it harder all across the country for people to get their cdl license yes so it will be another limitation on our truck drivers commissioner uh when this went into effect immediately i was contacted by quite a few judge executives across the commonwealth some of the smaller counties particularly the counties that do not have a community college right or a school that would teach this it's going to up their costs because they're they're going to have to pay the cost of going to the school plus room and board while their people are out and away i know mark we were training our people we were helping them study the book and you have to pass the test so the community college is going to help them study and pass the test so they're not going to get any better training i don't think than what we were getting from our folks and then they're going to have to be trained on the road and that's what we do anyway right so it's going and it's going to increase i think the time that it takes but it is what it is and we're held to that

  • 7:29
