Summary
The Daviess County Fiscal Court opened with a presentation from Owensboro Health leaders. They described a hospital system with about 5,800 employees and a payroll near half a billion dollars, 63 physicians recruited in the last two years, and a new innovation center under construction. They also warned that possible Medicare and Medicaid cuts and rising costs make the system's finances fragile.

Commissioner Conder opposed it, arguing it sends a bad signal to businesses and that the court has had months to act. The resolution is not a law but an expression of the court's will.
The court also gave first reading to a zoning text amendment on solar energy systems (Article 8), with no vote. Commissioners suggested changes ahead of the second reading, including consistent 500-foot setbacks and a payment-in-lieu-of-taxes style program. NextEra and Hillstone Development spoke, and Hillstone raised concerns about the 1,200-acre prime farmland limit. Residents also spoke.
The court approved a series of routine items. These included grant applications and agreements for recovery center funding, composting, hazardous waste and recycling, courthouse renovation change order, election equipment, fire radio licenses, pickleball court design, a surplus fire engine, a pickup truck bid, landfill pumps, a road supervisor promotion, and board appointments. A town hall on the solar issue was announced for February 25.

some cocoa on the way over I not oh well and my hands are still frozen all right well I'm Gavin Roberts I have my privilege to be the chair of the board at wboro health and uh we're excited to be able to present to you all tonight the uh state of the hospital state of Healthcare in our region um our mission is to heal the sick and to improve the health of those of the communities that we serve and I think we we've uh done a great job the past 12 months of doing that and we've got lots of plans of doing that uh for the near future so or for the many many any features ahead of us so introduce Mark Marsh it's he's just uh he's been here just over three years um and has integrated himself in their Community I think in in a great way uh really encourage the team over here to be involved in the community um a lot of the the administration uh staff serves on a lot of boards nonprofits around the community I think they're very visible and I think that's what wboro health needs to be and they've they've really uh strived to do that and I think you see them on different boards different organizations different ball games throwing out balls and t-shirts and things like that so that's good so I'm introduce Mr Mark Marsh me just tell you when I want to

flip a slide okay yeah next slide there you go great all right perfect sound no you're good thank you thank you judge Commissioners thank you so much for the uh um honor tonight I know he don't give it to Larry please um but thank you for allowing be here tonight it seems like these years roll around really quickly it's hard to believe it's third time being able to do this and quite the honor to represent this great organization so again you hear me saying over this is your hospital right so I appreciate it and thanks for allowing us to serve you guys uh before I get start real quick I just want to say a special thanks you got a lot of great teams and we talk about partnership throughout here um I just want to thank um what what uh Sheriff does and all his team and uh they're amazing to work with right so appreciate an honor but thank you for everything you do so all right we we share that uh yeah kind words as well we we believe they're amazing as well they are so we're it's an honor so um kind of Gavin said I'm going to I'm going to really go through these fairly quickly okay so I'm going to try to hit really the highlights here so I'm be officient you got a big agenda I can see that so um stop me if there's a question and certainly hopefully I'll leave a minute or two here at the end for any questions for you but let me just kind of roll through here I'm going to get to a couple of these are going to be uh probably slide about number four see a

little map keep going there there you go so quickly um this just kind of a matap our footprint it's the 17 counties it's you know roughly 600,000 lives it kind of shows you where the acute care facilities are and and a lot of our facilities and so again continue to grow and you'll hear me throughout how we're growing through access bringing new physicians in uh those types of things but certainly first and foremost around our outcomes our quality our safety but really building that trust withth the community so a lot of efforts going on there so next slide please um obviously this is just kind of the footprint as you think about uh we always say we're the largest employer west of Louisville you know 5,800 um team members in growing and so that's a great thing and I'll have some other numbers that go along with it our medical staff I'll share with you continue to grow the comprehensive sff of of the the medical staff so obviously and then certainly the health Plex and other things we're doing so big footprint and we take that very seriously so next slide so obviously this kind of shows you as I talk about comprehensive Services is what we're doing it's really through a collaborative manner you'll hear me say that over and over with our medical staff our great leaders our team members I'm in the middle of doing uh Town Halls right now and so I want to get out once a quarter us we are out there and so I'll do 20 Town Halls I'm I think I'm 16 in I got four left um but I try to get

in front of relatively about 75% of our our team 5,000 team members and let them know what's going on this is their hospital and and so I think that that that teamwork and that that chemistry really works well and SE uh serves us well so but this just shows you again there's not too many things we don't take care of and we look at that needs and it really helps us to identify how we go about recruiting who we work with and so patients can stay close to home uh when they need those health care services and so I think we've we've done that we'll demonstrate that throughout things we're doing so next slide just shows you the number of Physicians so 115 physicians in the past four years um 63 in the last two years and so a lot of that's driven by um data that we can look and see what the needs are where patients are going um we believe the close to home proximity is really important um but a big pie that's great because sometimes we hear about a a physician coming or going we have about an 88% retention rate anything 85% you're you're in the top deathy U again I want to call it all our various leaders we have certain folks from Ma how leads our our OMG our our Medical Group and so a lot of that has to do every morning or every quarter we're meeting with these Physicians to make sure they're engaged and that's one of the things we pride ourselves of really have that interaction with with our physicians so again just shows you um the types of Specialists we've recruited in the last four years next slide

obviously same thing here just I'll touch on one you can look at too just the emergency room visits almost 100,000 and so I think we're on on the process now that's not a good thing we want to have more Primary Care More preventive care and so we don't want people using abusing ER right um so we have grown our Primary Care visits in the last two years by 30,000 visits so 30,000 more visits um that have taken place and now people can access right so we one of the indicators we look at is what that is who can see people within or 14 days so we want to make sure because you know if I got a situation it's going to take me three months to get into a primary care specialist that's not good but that's something we we measure we monitor that to make sure we have ease of access so these are just some of the so is the emergency department visits is that up or down it's up we're going to continue to see up again there's a lot to it so based on what's going to happen with Healthcare reform so you guys have been reading about Medicaid right so what's happening so if Medicaid goes away um some of those folks will go without insurance because they're elect not to get insurance so you can imagine what's me it's back in the day they're going to use the ER as their primary care which is not good but again that's going to a force an imp our emergency rooms what can we do to create some clinics right doing our things so that the ERS are there when somebody really has a need we don't get it log Jam with preventive care if that

makes sense but yeah we are up great question judge next slide obviously uh two things just reiterate there but 50% and I've shared this before 50% of our Workforce resides in Davis County so again and that that's again even with our growth but again 50% of those 5800 team members reside in Davis County which is a good thing next slide big one I want to say and I think I may have shared this last year when I shared the slide we were pushing that half a billion that b word but there's our there's our payroll um for this past year so our our salaries wages and benefits was a half a billion dollars for our payroll and I think again I know we we' see what's what's going on with Swedish mash and the others but sometimes we forget how big of that payroll is and how many team members again it's a great thing but I don't think there's probably anybody else in the community that has a half billion dollars worth of payroll I would not think so but again it's it's it's a big Peril and it's important for us we take that seriously so uh next slide this just is some of the uh statistics that we've shared with you as we talk about you know the taxes is what's paid you know whether it be County taxes you know city taxes what we do in our charity care because that's something we want to do that's part of our obligation of a 51 C3 but those are things that we have to do as it relates to our taxes being paid
