Summary
The Fiscal Court opened with two proclamations: August 26, 2023 as Women's Suffrage Day, and September as Daviess County Preparedness Month, with Emergency Management planning a Sept. 15 expo at the hospital.
The treasurer reported a total cash balance of about $67.4 million at the end of July. The library's tax rates were read into the record with no vote needed: 59 cents per $100 on real property, 63.9 cents on tangible personal property and 4 cents on motor vehicles.
The court approved the minutes, claims, a zoning ordinance amendment on second reading, and the 2023 county tax rates on second reading, which keep all rates unchanged. It also approved a revised Justice Assistance Grant agreement with the city of Owensboro, in which the county applies in odd years and the city in even years. Administrative code and salary schedule changes for fleet mechanic continuing-education pay were approved, followed by six fleet promotions and a landfill promotion.
The court awarded bids for a roof replacement on the judicial annex ($279,909), animal control play yard fencing ($21,800) and an animal control HVAC unit ($19,206). It also made appointments to the library board and the animal control commission.
During public comment, speakers on both sides discussed library books and the citizens' group's audit of the teen section. Commissioners noted the court's role over the library is limited to board appointments and tax rates. Commissioners also reminded residents to check on elderly neighbors in the heat, and announced an Aug. 31 overdose awareness event and a volunteer fire department anniversary open house on Sept. 16.

foreign good afternoon I'd like to call this uh Thursday August 24th 2023 meeting of the Davis County Fiscal Court to order and uh commissioner Connor if you lead us in the opening prayer and the pledge to the flag thank you judge if everyone could please stand your heavenly father We Gather this evening to do the work of the people your people to do the right thing for the right reason we ask you to give us a little bit of relief from the heat that we have today and what we've had recently touch those that don't have the comforts of even air conditioning make sure that we know to reach out to those who don't have especially our elderly they won't ask for help but we should reach out to them bless each one of us here on the day is tonight touch our minds touch our hearts and especially touch our souls to do your work not only today and tonight but every day in this we ask in your precious name amen and now the pledge

I pledge allegiance to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all right thank you commissioner condor and we have guests downstairs but one is up here with us so if we could get going Brooke if you'd go with first one consideration for presentation August 26th of 2023 as women's suffrage day and I have a proclamation here whereas on August 26 2020 America ratified the 19th Amendment securing for women a sacred right of citizenship the right to vote and on the anniversary of that historic day women we celebrate women and their innumerable contributions and whereas women's suffrage in America was rooted in the meeting of a group of Trailblazers in 1848 in Seneca Falls New York and while that meeting sparked a movement suffragists fought for 72 long years thereafter to secure the vote for women

Nationwide and whereas on January 16 1895 a group of 10 Owensboro women formed the political equality Club of Owensboro to secure to women the unrestricted exercise of all the rights of citizenship and equal constitutional rights with men in equal protection of the law and whereas women play a critical role in families the workplace and in society as a whole contributing to our economy and advancing our nation and through the efforts of many equal rights Advocates and champions we get today to celebrate locally and nationally women's equality day and pay tribute to all women women who have and continue to strive for equality and whereas women have always been instrumental to America's greatness but with greater access to governing institutions through National suffrage generations of women have been able to use the power of the battle to shape their communities and to help keep America a beacon of freedom and opportunity for the world and whereas 103 years after the 19th Amendment and a hundred years after the introduction of the Equal Rights Amendment women are still striving to be written into the

they'd actually asked what if we might be able to um get get our voice at least my voice reading the proclamation I piped in downstairs but we were unsuccessful in trying to do that in our earlier efforts so anyway next Item B proclaim the month of September as Davis County preparedness month commissioner Connor Thank you judge from the office of the County judge executive Charlie caslin whereas Davis County Emergency Management Agency DC EMA is a vital public service and whereas in conjunction with FEMA's National preparedness month campaign and whereas though all residents should continuously be be better prepared for disasters the 2023 theme will focus on preparing older adults for a disaster specifically older adults from communities that are disproportionately impacted by all hazardous events which continue to threaten the nation and whereas it is appropriate to promote community-wide disaster Readiness by designating Davis County preparedness

month and now therefore I Davis County judge executive Charlie caslin do hereby proclaim the month of September as Davis County preparedness month and urge the community to observe this month with appropriate programs ceremonies and activities presented in Davis County Kentucky this 24th day of August 2023 signed Charlie caslin judge executive and I believe we have Andy ball here to be able to accept thank you judge uh just real quick every year the FEMA does a national campaign on uh for for September for uh disaster preparedness for the entire nation and we wanted to begin doing it for Davis County Community with a focus on the same theme as as FEMA does as well which is uh this year for the older adult population that doesn't mean that we're going to exclude the rest of the community obviously we'll be posting on specifically on Facebook our Facebook page throughout the month of September various topics that will help residents

businesses churches and the like uh better prepare for any disasters or or emergencies and on September 15th we've combined with the Owensboro regional health hospital to do a Expo and we have many agencies that will be coming there so we'll be focusing on health care and then anybody that comes in will have booths set up and we can help with the kids shelter kits or or making their home or business better better safe with checklists and then lastly I'll say that any business church or resident that wishes to better prepare themselves their families their parishioners whoever I would ask them to share our Facebook posts and then call our office at 270-685-8448 and we'll be glad come out and help as we can so thank you sir yes sir thank you three two one three two one
