Summary

The Daviess County Fiscal Court met on May 22, 2025, opening with a prayer focused on Memorial Day weekend and a proclamation naming May 2025 Older Americans Month. The Senior Community Center reported that its new 26,800 sq ft building will cost just under $5.5 million and that a groundbreaking is expected within weeks. About $240,000 of the $500,000 fundraising match has been raised.

The treasurer reported a total cash balance of about $7.63 million as of April 30. FEMA intergovernmental affairs staff were introduced in connection with the April flooding, and a disaster recovery center is expected to open soon.

The court approved, with every vote unanimous by voice, minutes, claims, and a series of contracts. These include a GRADD administrative agreement for the hydrants grant (a $15,000 fee), a courthouse change order for lockable pass-through windows in the clerk's election area, the annual waste tire grant, an International Paper sludge tipping fee increase to $19.26 per ton, architectural design for a secure waiting area at the judicial center, and renewals for the Henderson transfer station operator and its vehicle lease.

The 2025-26 road resurfacing list covers nearly 13 miles of county roads. The court awarded bids for fire inspection services and for a $74,000 generator replacement at the detention center.

Personnel actions included promoting Kevin Payne, making David Smith permanent parks director, and creating a new public safety director position filled by Jeremy Smith. That position will oversee both fire and emergency management and manage the new public safety facility. The court also made a seasonal park hire and a Greenwood Cemetery board appointment. Commissioners closed by urging residents to attend Memorial Day events and thanking first responders, then adjourned.
