Summary
The Daviess County Fiscal Court met at noon on Monday, November 8, 2021. The court approved promoting Mark Wagner to service technician effective 11/9/2021. It also reclassified four parks employees as building and grounds technicians as part of the reorganization that moved parks maintenance under the operations center.
In comments, commissioners honored veterans ahead of Veterans Day. The judge announced a groundbreaking for the new animal clinic at 2:30 pm Tuesday behind the operations center on Highway 81. He also promoted an additional $200,000 in utility assistance (including water and wastewater costs) distributed through Audubon Area, funded by a community development block grant. The court then went into closed session on pending litigation with no action to be taken.

history sure thing this is the method per kentucky revised statutes to allocate the meter cost of street lights installed in subdivisions in unincorporated areas of davis county this resolution is for section four of the brookfield subdivision the subdivision will become a streetlight district where the collective cost of streetlights will be divided by the amount of parcels in the district and placed on the respective tax bills for collections and remittance to the utility the petitioner has fulfilled our requirements our legal department has reviewed it and i would recommend approval jordan this as we look down through here all three of these resolutions are under construction or just completed construction subdivisions yes and we have had some uh subdivisions that were completed long ago before developers placed street lights in those subdivisions asking how do we do this what do we do let's say a subdivision i don't know where one would be wanted to set up a street light division what would they have to do they must petition fiscal court to create the district and they need 70 percent of the homeowners to

sign okay so subdivision with 100 homes 70 of those homes owners would have to come in and say we have a petition we want a street lighting district and then we would go through all the motions find out the cost and that cost would be apportioned to everyone in the subdivision not just those who signed the petition and uh placed on their tax bill correct that is correct okay could yes sir to follow up on the comment i know this is faith specifically mentions phase four i believe section four and and the map that we have here has several phases listed and so they're doing it piecemeal they're doing it piece by piece my question i guess is is could a subdivision does it have to be all the existing subdivisions you just discussed with jordan or could it be a portion clawed generally generally those are done by units as they develop each unit so in fact this is a section um and you'll notice this in each section next they'll have a portion of each section so they don't want to develop at all at the same time just

like they don't want to put in all the strengths and curves so they'll only develop a portion of they could put one string light existing one lighting district in for the whole section it's just that the cost was a little prohibitive and they'd rather do it as they themselves i think let's go back to your question yes i think once the subdivision once all the sections or divisions of the subdivision have been built out it becomes a subdivision and i don't believe you could create a partial lighting district not in one that's already completed so the answer is yeah yeah yeah i guess i misunderstood the question but yeah now once it's completed then it's all right it's a whole subdivision has to be done in its entirety okay all right any other questions or comments they're being uh all in favor signify with saying aye aye opposed motion curious next item jenny d resolution 15 2021 street lighting district for deer valley subdivision section 4 unit 4. motion to approve second i have a motion second jordan same process as the prior item but this is for deer valley subdivision section
