The Daviess County Fiscal Court met on September 7, 2023. It opened by proclaiming September 2023 National Recovery Month. River Valley Behavioral Health's Dr. Wanda Figueroa announced two major grants: a $4.6 million state grant for a recovery community center called The Gathering Place (grand opening September 27 at noon), and a $26 million federal SAMHSA grant for services for pregnant and postpartum women with substance use disorders.

The court approved the 2024 Trash for Cash litter abatement grant agreement, which covers county roads only and lets nonprofits earn money cleaning up. It also approved a county commissioner's annual training incentive payment, with Commissioner Marksbury abstaining. Board appointments were made to the Animal Control Commission, and two earlier appointments were corrected for term dates, one for the animal control board and one for the library board. Two animal control staff were hired.

Commissioners noted that the next meeting moves from September 21 to Tuesday, September 19 at 5 pm. They also mentioned local events, including a fire department golf scramble, the Whitesville car show and a recovery alumni day. No public comments were offered, and the meeting was adjourned.

    that I think is going to make you as happy as I am River Valley is the recipient of two major grants One Federal Grant and a commonwealth Grant we were selected by the Kentucky common uh a commonwealth Department of Behavioral Health and developmental and intellectual disabilities 4 600 000 Grant uh that spanned over to a two-year period to establish a Pioneer recovery Community Center is going to be called The Gathering Place this Gathering Place is more than a traditional Recovery Center it will provide a unique and inviting Cafe style setting to create a safe and nurturing place for individuals in recovery they Gathering Place would offer a warm and welcoming environment where visitors can relax connect with others enjoy Beverages and snacks but also attend any groups AA groups financial literacy career and guidance and many others this is an effort that even though that River Valley is leading the effort in terms of

    the grant But it includes all the treatment providers in our County so we have developed a governance a steering committee that have representation from different treatment providers from shelters substance abuse providers and so on that are going to guide this effort and want to make sure that everyone is welcome everyone that goes to any of our treatment facilities will have the opportunity to when they complete treatment to go to this Gathering Place For the Rest of Their Lives to connect with others and sometimes I would say to help others as well because that's what recovery is all about so it's going to be a community Hub and um and we are extremely excited about this effort because it spells collaboration all over and uh and the the beauty and also the power of working together we will have a grand opening on September 27 at noon so please mark your calendars the invitations will follow and uh and this is one of a few uh recovery centers across the Commonwealth and the second announcement uh that we

    safeguarded closely uh to announce this month is that we receive a 2.6 million dollars Federer Grant from samsa samsa is the federal armed for Substance Abuse and Mental Health Service Administration this is a five-year Grant and we were one of 22 awarded nationally it was highly competitive and the purpose of this grant is to provide comprehensive services that support and sustain recovery for pregnant women and postpartum women with substance abuse disorders across the Continuum of residential settings and it will be family center that will get parenting domestic violence education care coordination uh Primary Care Behavioral Health trauma-informed Care for their minors uh for their spouses and we will promote integrated physical health and Behavioral Health and all kind of Recovery Services this is a wraparound model that is something that is has been piloted Nationwide and I'm so proud that we were able to secure this for our community at no cost to you I'm sure
