Summary

The Daviess County Fiscal Court met on January 13, 2022, with the public still barred from the room because of COVID and comments accepted by Facebook Live and phone. The court worked through a consent-style list of routine approvals, and every motion on the agenda passed on a voice vote.

The treasurer reported a cash balance of about $56.3 million at the end of December. The self-insurance health fund was closed out to the general fund. The court approved the 2022 budgets for the Sheriff and the County Clerk, a yearly step because the county is responsible for any shortfall in those offices. Officials said a proposed state House budget could raise the reimbursement for court-security bailiffs from $9 to $15 an hour, but it has not passed.

The court also approved a street lighting district for Deer Valley subdivision section 5, state emergency management agreements, an online shelter reservation and point-of-sale system for the parks department, and annual playground and Babe Ruth concession agreements. It approved a $9,700 consulting contract with Morley and Associates to negotiate the final countywide broadband contract with Connexin, which officials expect to reach the court around March. It also approved a landfill permit renewal contract with Weaver Consultants and the purchase of a Durango pursuit vehicle for the detention center for $35,375.

The court approved personnel moves in the road department, appointments to the Chamber board and the Green River Regional Industrial Development Authority, and a first reading of Budget Amendment 3. That amendment would move $500,000 into the road fund for about eight more miles of asphalt resurfacing and add an $8,800 grant. A vote is expected at a later meeting.

In closing remarks, officials discussed winter weather preparation, snow removal, and the state of emergency. They also covered transportation options to the regional Real ID office and the campaign season. The court then went into closed session to discuss a possible real property acquisition or sale, with no action to follow.

  • 2:33

seven hundred and six thousand three hundred and twenty one dollars and if you notice the health insurance fund balance has been reduced to zero uh that we've been carrying that fund for the last year that was our self-insurance fund i think all the claims that are going to hit that have run through and it's time to close that back to the general fund and in the new fiscal year that uh will no longer be there i have nothing else to report to the court commissioners any question or comment jim i'm assuming we've started getting uh revenue revenue stream from the sheriff's department for taxes yeah if you look the we're at three million dollars through the end of december then the majority of that will come in the next month okay if there are no no other questions uh folks a copy of this is just a report a copy of this is on file in the fiscal court's office you can ask the court clerk to see it she'll be happy to accommodate you next item jenny item two consideration for approval eight minutes of the december 16 2021 davis county fiscal court meeting second i have a motion second commissioners you've all had a copy of the minutes in your possession for some

  • 3:48

time any additions deletions or corrections hearing none all in favor signify by saying aye aye opposed motion carries b all claims for all departments motion approved second i have a motion second again commissioners you all had a copy of the bills do available in the davis county fiscal court uh in your possession any questions of the treasurer or purchasing agent hearing none all in favor 65 is saying aye aye opposed motion carries c davis county sheriff's 2022 budget move to approve second i have a motion second commissioners you all been apprised of the budget uh this is something that is done and fiscal court must approve that budget every year at this time before the 15th i believe uh mr treasurer would you want to talk to us a little bit about it again this is exercise the court goes through although the sheriff doesn't report to the fiscal court the court must approve the budget for the sheriff and the clerk because in the worst case scenario if for some reason at the end of the four year term they're short that that shortfall would come

  • 5:02

to the highest government in that county which is just in court so i have reviewed the specifics in behind this compared it to what we know of from last year i find the report to be in order i don't see anything that's particularly burdensome it's just as you know the majority of their budget is labor and it as they're required to the last page is a a listing of the number of deputies and the max salary for that for that item plus benefits again i've reviewed it and i would recommend approval any question or comment commissioners as i reviewed the budget and talked to sheriff barry smith it's obvious that he's trying to to make certain that he does everything that he's statutorily responsible for uh very thrifty with the dollars that we give to the sheriff's department uh you know barry has has been at the forefront of adding more deputies to their department to get them out on the road and also was was very instrumental in reworking the pay scale for all the

balance over the judicial center and i want to thank him for that one of the things that really kind of gives me hope uh is that with the house budget that was unveiled monday i guess there has been an increase in the amount of reimbursement or there's a proposed increase for the amount of reimbursement davis county fiscal court would get or the sheriff's department will get for those bailiffs right now they get nine dollars per hour and the reimbursement would go up to 15 per hour now i can tell you that still would mean that there would be money out of the general fund or those but it would get us a lot closer so anyway any other yes sir that bill has been passed and no it has not been passed it's a proposed uh budget on the house side i was talking to senator matt caslen today and asked him to make sure right hurt on it so that it doesn't doesn't get kicked out or something else gets passed so that one side says lively for hours i said i've i voted for hours and neither of the one in the middle uh but it's it's really important and it's

  • 7:27

it's uh it's kind of funny how few people in this community understand the connection and the intertwining of all the elected offices in this community so any other question or comment hearing none all in favor signify saying aye aye opposed motion carries and by the way the reason the sheriff isn't here tonight nor the clerk i told them they didn't have to come because of colvin there's there was no need and we've all talked and met with them next item d davis county clerk's 2022 budget move to approve secretary i have a motion second mr hendricks again i reviewed the budget in context of of the prior year as with the sheriff's budget the majority of this budget is labor and as required there are a list of their deputies on the last page along with their benefits that they cannot exceed those are all in order noteworthy is they've added a line as you know at the end of the fourth term access has come back to the fiscal court with the increase in fees they had a few years ago that number is going to be a substantial number right now is projected to be in excess of a million

  • 8:41

dollars there is a 580 000 equipment line about 300 000 of that is for the storage expansion that they've been talking about for a couple of years the remainder of that would be for the voting machines that you the court has already approved but they haven't paid us yet because we're waiting to see how much we're going to be reimbursed by the state so we just do it one time so anyway i've reviewed it it appears to be an order i would recommend approval uh commissioners any question or comment i just want to say i know back when they did pre-covered when they came and visited us we always thank them for their cordial working relationship with us and and to your point about the the most of the citizens in in our counties don't understand the inner workings and the in the and how they're we're all intertwined but in many counties uh that that uh intertwined this becomes uh calls for cursed consternation and poor relationships and we're very blessed in this community that we've not had that right for for a long time but i thank you for bringing
