Summary

The Daviess County Fiscal Court opened its March 6, 2025 meeting by proclaiming March as Social Work Month. A Brescia University social work representative accepted it, and several commissioners thanked social workers for their service.

The court received two presentations: the judge executive's February 21 flood emergency declaration, and the state audit for fiscal year 2024, which was clean with an unmodified opinion and no findings. The court then approved the February 20 minutes and all claims.

The main item was the second reading of a zoning text amendment on the Owensboro Metropolitan zoning ordinance that deals with solar energy. The court amended it twice. The first amendment wrote the earlier moratorium into the ordinance, so that wind and solar applications are not processed until March 1, 2026. The second amendment set all setbacks at 1,000 feet. The amended ordinance then passed 3-1, with Commissioner Conder opposed. The judge said he plans a public work session and will invite questions for the solar companies.

The court also approved the HUB International benefits advisory agreement at an annual fee the transcript gives as 112000. It renewed several annual service bids and awarded bids for hay harvesting, a GPS base station, a dump truck, and fans and lighting for the dog runs. It also made appointments to the OASIS, airport, property maintenance code appeals, River Park Center, and RWRA boards.

A first reading was held on a flood-plain text amendment, which helps keep flood insurance discounts under the Community Rating System. No vote was taken. Public comment covered the CROP Walk and the solar issue. The judge closed with announcements on roadside litter cleanup, shredding day, and National Merit finalists.
