Summary

The Daviess County Fiscal Court opened its first May 2023 meeting with a public hearing on how the county will use Local Government Economic Assistance (LGEA) and County Road Aid funds. The budget assumes about $135,500 in LGEA funds and about $1.63 million in road aid, all for county roads and bridges. No one commented. The court also proclaimed May 2023 as Older Americans Month, and the health department invited residents to take the community health assessment and attend a public forum on May 22.

The court then approved a long consent-style agenda with all items passing by voice vote. These included the April 20 minutes, claims, the county clerk's motor vehicle and boat tax bill claim, board of elections pay ($3,600 per member per year), and a standing order to pre-approve payroll and utility payments. It also approved a land and water grant application for new lights at Stanley Park ball fields (estimated cost $291,616, with a 50% match), the annual CDBG documents for Owensboro Regional Recovery, a roof-replacement design contract for the Curtley judicial annex ($5,385), a $2,000 per year river gauge agreement with the USGS, an updated rate schedule, and a $39,991 police pursuit vehicle for the sheriff's office.

The court approved several road and solid waste promotions, a new service technician hire, and appointments to the Greenwood Cemetery, Parks, Property Maintenance Appeals and Animal Care and Control boards. Officials noted that the county still has open truck driver, equipment operator and laborer jobs.

The first reading of the $107.4 million fiscal year 2023-24 budget was presented with no vote. It holds taxes constant, adds no new debt and assumes a 6.5% cost-of-living adjustment. Second reading and adoption are planned for June 1. Two residents spoke, one for a group of LGBTQ and arts advocates who objected to the court's decisions on River Park Center funding, and one who spoke on the other side about the arts. Commissioners closed by remembering former commissioner Larry Maglinger, and the meeting adjourned.
