Summary

The Daviess County Fiscal Court held its end-of-fiscal-year meeting on June 30, 2025. All items on the agenda were approved, with no opposition noted in the captions.

The court approved the June 19 minutes, all claims, and the final round of budget transfers for the fiscal year ($46,900 in the general fund and $22,500 in the solid waste operating fund). The transfers move money within the budget and do not increase it.

The court awarded the detention center HVAC repair and replacement bid to Henry's Plumbing, Inc. for $495,000. The work follows the March 15 hailstorm damage and is to be offset by insurance reimbursement. The two lowest bids were passed over because of servicing concerns, expected lifespan and longer lead times.

The court also designated an applicant's agent for FEMA and Kentucky Emergency Management grants. It rescinded a road adoption resolution because of a clerical error in the road name, then adopted Pine Valley Cove (241 ft by 31 ft, Bridgewood subdivision) as a county-maintained road.

In comments, commissioners praised the ROMP festival, announced the court's July 3 fireworks celebration, and asked residents to be considerate with fireworks, especially around veterans with PTSD. A farmer, Daniel Hayden, raised concerns that a recently replaced culvert on Short Station Road was installed out of line with the ditch and could worsen flooding.

systems at the Davis County Detention Center. This is a resultant bid from the March 15th hail storm which caused significant damage to the HVA systems at the detention center. Please note the two lowest bids were not recommended due to few vendors in the area being able to service units bid and their anticipated lifespans. Additionally, the anticipated lead time for the recommended units is 6 weeks, while the other units lead time is approximately 12 weeks. Project manager Bickot is most familiar with the units in the recommended bid as they were the brand found in most of our facilities. The cost of the repairs and replacements will be offset by insurance reimbursement. Our insurance carrier has reviewed the bids and middles and has approved this recommendation. Henry's Plumbing Incorporated is a known vendor. There were no exceptions to the specification and I would recommend approval. Thank you, Miss Surgeon. Any questions or comments from the court?
