Summary

The second reading of an ordinance discontinuing part of Fuller Ridder Road also passed.
During public comment, residents and two commissioners objected to the judge executive's decision to restrict the low-cost spay/neuter clinic to low-income families. The judge said staff are looking at alternatives. Speakers also raised concerns about the library board vacancy and about opening prayers.
The court held a first reading of Budget Amendment No. 2 for a FEMA hazard mitigation grant. It then heard the first reading and discussion of an appeal of a rezoning at 1324 Worthington Road from agricultural to B-4 general business. Neighbors raised flooding and traffic concerns, and no vote was taken. A vote is expected April 25.

second it and a motion second Mr Brasher yes judge uh it Fairview Drive uh opened up uh a couple of years ago all the way to Hayden Road uh with that there was a small section of it that was not in our road index uh it's been brought to our attention it was inspected uh through the city Engineers office and the county Engineers office uh we feel comfortable with its build I would recommend uh the resolution accepting that into our road index any questions from Mr Brasher no any questions from the public hearing none all those in favor signify by saying i i d amend the gas rights and development agreement with Owensboro RNG LLC I'll make a motion to approve second got a motion and second Mr Smith yes in April 2020 after request for a proposal had been issued the county signed an agreement with Owensboro RNG LLC to take the land hand methane gas and convert it to pipeline quality gas U ensb Bar RNG still plans to have the facility operational by January 2025 but is asking for a six-month extension on when

Mr Brasher Mr commissioner con thank you judge um Mark in this section of Road and I think most people if you recognize it it's before you get to the Dollar General in thron it's on the right kind of veers down did you state that just one property owner that has access to the what is remaining of the 144 there's two property owners that utilize that for Access I believe they have a shared driveway but one property owner joining this particular section I think the other one actually starts maybe behind it as while they have a shared access okay that that clarifies thank you judge anyone else any questions from the public hearing none all those in favor signify by saying i i g Grant agreement by and between the common we of Kentucky Department for local government and Davis County to establish an agreement for Owensboro Regional Recovery motion to approve I'll second got a motion is second Mr Johnson yes judge part of the Kentucky Community Development block grant program guidelines every year the county can submit a single application in the Public Services Program area for up to $200,000 for operational cost to support

a Recovery Center the Owensboro Regional Recovery Center or R is the only entity that meets that Criterion each year o applies for $200,000 of cdbg funds 190,000 is for salaries and 10,000 is to grad to ultimately administer the grant we simply act as the Fiscal Agent passing These funds along after receipt and appropriate draw applications are completed I see no issues any questions for Mr Johnson no any questions from the public hearing n all those in favor signifi by saying I I he H contract with Green River District Health Department for employee assessments and vaccinations I'll make Mo to approve second got a motion in second Mr Johnson the county has historically covered the costs of the hepatitis B vaccine rabies pre and post exposure vaccination series and TB risk assessments for employees of Davis County Fiscal Court this agreement simply formalizes that practice and is for the period of April 4th 2024 to June Jun 30th 2024 not to exceed $9,000 if approved and at the end of this proposed agreement I will provide another agreement with the Green River District
