Summary

The Daviess County Fiscal Court met on November 14, 2023. It opened with proclamations for Diabetes Awareness Month and Nurse Practitioner Week (November 12-18). A local psychiatric nurse practitioner accepted the second proclamation.

The court approved routine business: the minutes, all claims, and a salary schedule amendment that moves one position to a higher grade. It also approved a $2,750 engineering proposal to assess whether the courthouse roof could support solar panels. One commissioner voted no and questioned the payback on solar. A second engineering proposal covers design work for replacing the transfer station floor and a truck tunnel.

On purchasing, the court rejected the bid for a new landfill soil compactor so it can rebid for a used one. It awarded the detention center Building 3 HVAC replacement to Schwarz Heating and Cooling, and a new single axle dump truck for the road department to Vomac Truck Sales and Service for $187,450. The truck replaces one totaled in an accident and is offset by insurance. The court also released the unit one public improvements at Miller Mill Plaza.

The main item was two second readings that repeal the volunteer fire department membership dues and replace them with an additional 11% insurance premium license fee. The dues come off property tax bills effective January 1, 2024. The new fee starts July 1, 2024 and brings the total rate to 60%. It applies to fire, casualty, liability, vehicle, inland marine and health policies, with listed exemptions. Fire chiefs and volunteers thanked the court. A farmer asked how the fee applies to agricultural umbrella policies, and staff offered to review individual policies. Both ordinances appear to have passed.

In public comment, author Ryan Estrada thanked the county library for supporting access to challenged books. Commissioners announced a December 2 candy cane hunt and open house at Lamber Pyo Village, noted upcoming fire academy graduations, and mentioned the Christmas parade on Saturday before adjourning.
