Several residents urged a yes vote and asked for a permanent ban. Officials said the county's rules apply only to unincorporated areas and that the city sets its own. The moratorium passed.

The court then approved a series of personnel promotions, reclassifications and hires for solid waste, road and parks. It also approved appointments to the new Daviess County Drainage Advisory Board, with staggered terms.

In public comment, John Berry criticized how long the solar and wind ordinance work has taken. The judge said the group's proposed changes go to planning and zoning this week, are due on their July agenda, and should come back to the court for a vote before the moratorium expires in August.

And whereas these Apollo, Daviess County, Grace and Glory Academy, Heritage Park, Owensboro, and Trinity students have met their high school hero requirement.     — And we thank uh thank uh we have here tonight Vicky Smith to receive this. You want to make a few statements and then we'll get a group picture together. — Either or. You tell me which one you prefer to do. I definitely want a group picture. Okay. Vicky Smith, the director of communications, development, and recruitment for the Western Kentucky Regional Blood Center. Um maybe have another student. Um I would just like to say in Daviess County that we had 33 high school heroes out of a total 84 across seven counties. Um that's 38% of our total high school heroes. So, pretty proud of Daviess County, our hometown, leading the charge there. Um these students had to donate blood four times throughout their junior and senior year of high school or volunteer equivalent. Um and some of them came right in at the last minute to do so. Um they have vacuumed cars, they have folded t-shirts, they've served drinks, um as well as donated blood. So, in all, it's a big program for us at the blood center. High school students cannot be discounted as far as our overall blood supply. We really do appreciate the effort. Um Daviess County

    High School and NHS sponsors, the Apollo High School Jag and Dance Blue sponsor, Owensboro High School and NHS sponsors the blood drive. Um and then you have Grayson Lorri, our home school, that participate on their own voluntarily, which is excellent. And Heritage Park also. Trinity High School in Whitesville, they do that just through their general student body. So, um it takes a lot of effort from everyone, um including the students. And we won't wait any longer. Um if you all would Which high schools are you from? Representing? — Daviess County High School. — Apollo — Owensboro High School — Grayson County High School — We have a good representation here. And we had 21 of 33 apply for the scholarship this year, so it was tough to decide. Um but when you read the essays that these students are sending in or these young adults are sending in, it gives us hope for what the future brings. Um this is a bright class of students. So much so in fact that we are going to award a second scholarship. And this is funded through the generosity of co-workers at the center. And this is a $500 scholarship, but it will go to John Bracher at Daisy High School. — [applause] — I don't have a big check for you. — [clears throat] — Okay.
