Summary

The Daviess County Fiscal Court met at noon on June 25, 2026 (moved up because of the ROMP festival). It opened with a proclamation naming June 27-28 Amateur Radio Field Days at Panther Creek Park.

The court approved every consent item on the agenda. These included the minutes, claims, and the second round of year-end budget transfers. They also covered a soccer facility sublease at Horsefork Creek Park, a sheriff's security services agreement, jail communication contract amendments, and a health department contract increase from $9,000 to $10,000 a year. Special inspection services for the Yellow Creek and Panther Creek picnic shelters were approved at up to $3,500 each.

The court passed second readings of two ordinances: a moratorium on applications for battery energy storage and wind energy systems, running through June 2027, and updated guidelines for accepting roads into the county road system. It also approved five ballot printing units for the county clerk and awarded the Yellow Creek Park Pioneer Village restroom project to O'Brien Contracting. The court approved hires for a truck driver, two firefighters, and a seasonal park attendant.

During public comment, residents of the Brookwood Drive area asked the court to stop festival traffic from The Cottage being routed through their neighborhood. They presented a petition, and the judge said staff and legal would look into it. Another speaker urged the court to try to attract an Elon Musk factory.

The judge gave an update on the solar ordinance. Planning and zoning will vote in August, with the court's own ordinance on the remaining items to follow, aiming to finish before the moratorium expires August 31. The next meeting is June 30 at noon for final claims and budget transfers.

And uh Commissioner Marksberry, if you would uh lead us with an opening prayer and the pledge. — Thank you. Would you stand with me, please? Heavenly Father, we thank you so much for our county, our state, and our country. As we move forward to celebrating our 250th anniversary of freedom, we ask that you fill our hearts and minds not only with the sacrifices that were made to give us our freedom, but the ongoing freedoms that we have that could be taken away from us. Let us always stand firm to protect what we have been given. Help us to not forget that these things came with a huge cost. Help us to be grateful. I pray your hedge of protection for our community this week as well. With ROMP ongoing, we have a lot of

And just as you forgive us, let us forgive others. Bless each of our court members as we do the work that you have prepared us to do in Jesus' name. Amen. — Amen.
