Daviess County Fiscal Court Meeting June 22, 2023
Summary
The Daviess County Fiscal Court held its second June meeting and worked through a long consent-style agenda, approving nearly every item with voice votes that the captions do not detail.
On finances, the court heard the May treasurer's report (about $71.7 million in total cash, with the general fund at about $36.5 million). It approved minutes, claims, end-of-fiscal-year budget transfers, the FY 2023-24 salary schedule (including a cola and tiered pay for some solid waste jobs), and administrative code updates. It also accepted the sheriff's tax settlement.
The most contested item was the solid waste rate schedule, effective January 1, 2024. Minimum charges rise $2, transfer station trash goes from $30.50 to $37 per ton, and landfill trash rises to $30 per ton. The second-tier volume discount is eliminated. Several local haulers objected during public comment, citing short notice and the loss of the discount. The court approved the schedule anyway.
The court also approved higher jail booking and housing fees, a jail medical contract with Southern Health Partners, state agreements for child support and jail arraignment equipment, a one-year-notice termination of the consolidated 911 agreement with the City of Owensboro to force renegotiation, a one-year-plus lease for the Little Hurricane boat ramp, a 2023-24 resurfacing list of about 19 miles, a raise for water district commissioners to $3,600, mower and utility vehicle purchases, and several personnel actions.
In commissioner comments, the judge and commissioners spoke about the upcoming budget, the jail, opioid settlement money, a possible judicial center, the Mundy center and an amphitheater, and warned residents about scams. The meeting then adjourned.
