Meeting of September 16, 2024
Daviess County Fiscal Court Meeting September 16, 2024
Summary
The Daviess County Fiscal Court met at the OCTC Blandford Lecture Hall on September 16, 2024, with Commissioner Condor joining by Zoom. The court opened with proclamations for National Recovery Month (accepted by River Valley Behavioral Health) and Constitution Week (accepted by the Daughters of the American Revolution).
Routine business passed, including the treasurer's report, minutes, claims, and the second reading of an ordinance amending the zoning ordinance to address medicinal marijuana ahead of the state law taking effect in January 2025.
The court approved a memorandum of agreement with Foam Solutions LLC for a $35,000 bridge loan from the economic development fund, to be paid immediately on execution of the agreement. It was the first such grant application since 2017. One commissioner cautioned that the court should not get into the banking business. The court also approved Change Order 3 on the courthouse renovation, which adds a second HVAC unit and new ductwork for the first-floor lobby and hallway.
The most contested item was the appointment of former Judge Executive Al Mattingly (the transcript renders the name Madingley) to the Daviess County Library Board. Commissioner Marksberry voted no, citing a lack of notice and concerns about objectivity. The other commissioners praised his experience and the appointment passed 3-1.
In public comment, Al Madingley thanked county staff for hosting the Kentucky state sporting clays tournament. Commissioners then promoted the Pups in the Park event at Panther Creek Park, thanked the air show organizers, and congratulated a local student on winning an FFA tractor driving contest.
