Summary

The Fiscal Court opened with a public hearing on use of Local Government Economic Assistance (LGEA) funds ($137,500 expected) and County Road Aid funds ($174,876 expected) for 2025-26. These monies are budgeted for county road and bridge maintenance and construction. No one spoke.

The court proclaimed May 18-24 as Emergency Medical Services Week and May as High School Hero Month for blood donors. Graduates received honor cords and scholarships from the Western Kentucky Regional Blood Center. Extension agent Clint Hardy reported on the Cooperative Extension Service and invited the public to an open house May 20, 5-7 pm.

The court approved a long consent-style list of items, including minutes, claims, the annual standing order for recurring payments, a $9,586 solid waste closure fund transfer, the county clerk's motor vehicle and boat tax bill claim, school bus transport and courthouse reimbursement agreements, and the ROMP festival rental agreement. It also awarded three sheriff's office pickup trucks to Bachman Auto Group for $130,347 and approved a $62,924 fire hydrant change order reimbursed by a state grant. A shotgun ammunition bid was rejected, three staff hires or promotions were approved, and Sheila Hamilton was appointed to the assessment appeals board.

The first reading of the 2025-26 budget showed total appropriations of about $110.2 million with no new taxes or new debt. Commissioner Marksberry moved to add a $500,000 drainage maintenance line item. After debate the amendment failed 2-2. Marksberry said she would vote no on the budget. Second reading and adoption are set for June 5.

Whoops. Good evening. Um, before we have our fiscal court meeting, we actually have a public hearing. Um, so just for the record, u this is Thursday, May 8th, 2025. It's 5:00 p.m. Terry, first item. First item, local government economic assistance and county road aid. Mr. Johnson. As part of the annual budget process, the state requires us to hold a public hearing in order to obtain any public comments on the use of funds received through local government government economic assistance or LGEA funds and county road aid funds. The budget currently assumes that all of these monies will be utilized for the maintenance and construction for county roads and bridges. We anticipate that we will receive $137,500 in LGA funds and $1,748,76 in county road aid funds in fiscal year 2025 2026. If there are no comments by the public to be considered by the court, we will simply move forward under the current budget assumptions. Thank you, Mr. Johnson. And number two, public comment. So, so

  • 1:18

this is a part of the meeting where where as he said, we're required to take public comment and this is only on the local government economic assistance money and also the county road aid money. If if there's anyone here to speak to that, we'll have u take your comments now and normally there's not. So once more there's not. So I will adjourn this meeting and this meeting is adjourned. Um, Jordan, Jordan, are we going to do another sign in or we're just going to keep going? Keep rolling. All right. So, now I want to call this meeting of the Davis County Fiscal Court to order. And today is Thursday, May 8th, 2025. Um, Commissioner Marksberry, would you please lead us with an opening prayer and the pledge, please? Yes. Stand with me, please. Gracious and mighty God, I come before you today seeking your strength and courage as you urged Joshua to do in Joshua 1:7. I pray that you would empower us to be strong and very courageous in our

  • 2:31

lives just as you empowered him. Help us to diligently observe all of your laws and teachings of your word. May we not deviate from the path you have set before us, either to the right or to the left. For it is by your power and your might, that we are in these positions of leadership. I pray that we as a fiscal court may seek wisdom in order to succeed in all that we do. For we know that your guidance leads to success. I recognize my own weakness and fears, but I trust in your power and presence. May your spirit guide us this day, encourage us, and empower us to lead our community in a way that is pleasing to you. I ask for your wisdom to understand your word and your strength to obey it. And I pray for all here today to experience your peace and joy knowing that you are with us always. Amen. And now the pledge. I aliance to the flag of the United States of America and to the republic for which it stands.
