Summary

The court approved engineering proposals for the future public safety facility, and awarded bids for a Kurtley annex roof, an office renovation, community siren upgrades, and eight new tarp systems for transfer station trailers. Board reappointments were made, and two resignations/retirements were accepted.
Commissioners closed with reflections on the community's losses, reminders of the 988 lifeline, updates on drainage, the maintenance building and transfer station, and litter abatement starting March 2.

So, uh, how about Commissioner Marksberry, would you lead us in the opening prayer and the pledge, please? — Yes, I will. Would you stand with me, please? Heavenly Father, our hearts are heavy tonight as we grieve with our community. The sorrow that has fallen on Davis County has left us shaken and searching for words. We come to you, Lord, because we know you are close to the brokenhearted. Please hold every family and friend who is hurting right now. Surround them with your peace. The kind of peace that settles the soul when nothing makes sense. When the weight feels too heavy, be their strength and their shelter. We ask for healing where there is pain, comfort where there is loss, and hope where our hearts feel empty. Bless those who serve and help in these

I'm pleased to have Amanda Owens with Puzzle Pieces here. Um, and uh, just by for the public to know, uh, this check is actually not from uh, Davis County Fiscal Court. It's from the Kentucky County Judge Executives Association. Uh, they reached out uh, to me and they said they were planning on giving a $1,000 contribution to uh, a nonprofit in every u county. and they asked me to please give them the name of a nonprofit to receive Davis counties. And so I said puzzle pieces and uh pleased to be here to be able to present this to you. plan.

It wasn't part of the plan for me to speak. So, um, I think one of the things that I would love to share, I always assume that everybody knows about puzzle pieces. So, maybe I'll give you like the highlight points that I think that we take for granted what the services that we do do. Um, we just celebrated and we've been in motion now are in service now for 13 years, but we our annual report we just served 492 individuals with disabilities. Um, our services w are are very wide. We just started therapy services. Um we have the f the only targeted autism summer camp where we serve 79 individuals with autism throughout the summer so they won't have regress for school. We have an afterchool summer program or after school program for those with autism as well. And then we have employed 192 individuals with disabilities into our local community which one of those are right here in the sheriff's office. Um so it's really important work. It's um I've always said that I wanted to create opportunities for those with disabilities and I like to think that we're like a whole life um approach to being able to serve as young as 18 months of age and our he says he's going

to retire but he's 64 years of age. And so we're not just a campus, we're not just a program. We really are meeting families and loved ones where they're at and what they need in our community. And we currently have 232 individuals on our waiting list. — Wow. Um, so the need is very very high. — Thank you for this. — You're very welcome. And um, and I know the first time I ever met you and you were talking about what Puzzle Pieces, I had never heard of it and what Puzzle Pieces was about and and for you to just recognize a need, if you will, a a piece that was missing. — And I think that's where you get the name Puzzle Pieces. Yes. — Um, and for you to to I guess strategize through that, think through that, and then to put your heart into it, uh, you're to be commended. And I would I would say you and all those that you have on board with you are a blessing to our community. — Thank you. That means a lot. to this? — As of January 31, 2026, the total cash balance is $87,97,280.89 for all funds. General fund balance is $53,666,186.87 minus operating reserve and restricted funds. Cash for general fund operations is 43,47,26347. We have now received the majority of the property tax revenue. All variances within the report are normal and all funds are operating within expected ranges with the exception of the jail fund which is experiencing underperforming revenues from federal and state inmate prediums. I have discussed this issue and the effect with court members and will likely present a fund transfer in the next court meeting to correct the issue for the remainder of the fiscal year. Uh there is a line item in the claims that is just intriguing and it was a payment in January to ITV spay and neuter uh program and in the amount of $10,81.60. There may be a little bit of question and probably for myself and the public to know how many uh animals have been spayed and neutered and how do how is the program actually progressing? If you have that information please sir. Certainly the um numbers reported for the lowcost spay noter program by it takes a village rescue for January 2026 was 43 dogs that were neutered, 44 dogs

that were spayed, 82 cats that were neutered, 93 cats that were spayed for a total of 262 alterations for the month of January. — Thank you, sir. Thank you, judge.
