Daviess County Fiscal Court Meeting November 21, 2024
Summary
At its November 21, 2024 meeting, held at the OCTC Lanford Lyre Hall, the Daviess County Fiscal Court approved every action item on its agenda, with votes by voice. The court expects to be back in the courthouse for its December 5 meeting.
The Treasurer reported a total cash balance across all funds at the end of October, with operations within expected ranges. The court approved the minutes and claims, a CJIS security agreement with the City of Owensboro for 911 operations, and a 2024 spay/neuter grant that will fund services for 27 female pit bulls. A commissioner also raised the idea of notifying volunteer fire departments when water districts have major line breaks. The 911 director said dispatch can send alerts if the water districts notify them, and the Judge Executive said he would contact the districts.
The court approved two design contracts with Axiom Architecture for the Grimes Avenue transfer station, one for an office building and one for a concrete pad that would eventually allow construction and demolition debris to return to the station. Home builders thanked the court. Officials stressed that the design work comes first and that acceptance of that material is still months away.
Other approvals were two asbestos abatement change orders for the courthouse renovation, a fire hydrant change order reimbursed by grant funds, a mowing contract renewal, bids for a dozer undercarriage, asphalt and mosquito control, and three personnel actions.
The court held a first reading of an ordinance on unsolicited written materials, such as flyers left in yards and driveways, to curb litter. State Senator Gary Boswell spoke in support. During public comment, residents asked for trash cleanup at Yellow Creek Park and asked the court to lift the restriction on spay/neuter services. Commissioners closed with remarks about the holidays, community members who had died, and cash-for-trash participants.
