Daviess County Fiscal Court Meeting January 9, 2025
Summary
The Daviess County Fiscal Court opened its first meeting of 2025 with a prayer, the pledge, and a presentation on the judge executive's declaration of a local state of emergency for the January 5 winter ice storm. The declaration needed no vote. It lets the county activate emergency operations and potentially recover unbudgeted cleanup costs.
The court approved the December 19 minutes and all claims. It also approved closing out the federal ARPA fund: the last payment, for broadband deployment, has cleared, and the leftover interest of about $282.69 goes to the general fund. The court approved an annual authorization letting the judge executive sign court-approved documents.
Grant items passed included the Owensboro Regional Recovery Center CDBG application (up to $200,000, with the county acting as fiscal agent), the $10,000 Kentucky ambulance block grant application, and a state grant agreement passing $100,000 through to Habitat for Humanity. A change order of $727.79 for fire hydrant extension kits, reimbursed by a state grant, also passed.
The court approved a school playground lease, easements for tornado warning sirens at West Louisville and Southern Oaks elementary schools, a pipeline reroute at the West Daviess County landfill, and a KENERGY line extension contract for the future landfill mechanic shop. It adopted the Southern Star Central Gas Pipeline occupational tax rebate ordinance on second reading.
The court appointed Dirk Duper as county engineer through January 2027 and hired Jonathan McBride as a service technician. Budget amendment number three had its first reading with no vote. Members and the judge closed by thanking road crews, utility workers, and animal shelter staff for their storm response, and the judge noted how residents can report damaged mailboxes.
