Summary
The Daviess County Fiscal Court met December 5, 2024, back at the county courthouse after several weeks at OCTC's Blandford lecture hall. The court moved through a busy agenda with all votes passing.

Materials must be placed on a porch or attached to or inside a door rather than thrown on yards, sidewalks or driveways. A resident said a lawsuit may follow.
The court awarded a bid for a new batwing rotary cutter to Right Implement. It rejected all bids on the steel beam project at the Grimes Avenue transfer station in favor of an alternative solution, and awarded the property maintenance contract to Green Monster Lawn Care. It appointed Cyan Johnson to the Convention and Visitors Bureau board, reappointed Phil Hare and Stan Conder to the water district board (names as captioned), and accepted Jenny Warren's retirement effective January 1, 2025.
In closing remarks, commissioners urged residents to check on elderly neighbors and pets in the cold, promoted Christmas at Panther Creek, and remembered attorney Charlie Camp (name as captioned).

and teach an internal emergency medical technician program this will assist in recruitment since those hired can undergo training inhouse to obtain their credentials the mo MOA is standard stating that the County's instructors will conduct the program in a professional manner following the state and National Registry of emt's regulations for instruction legal the fire department management I have reviewed it and we see no issues should be noted that all other parties have reviewed and approved the agreement thank you Mr Johnson any questions or comments from the Commissioners no um I just want to say thank you thank you to all those who who worked who have worked to help develop this program I know we have The Paramedic program that's very similar to this and uh and it's helped tremendously to alleviate the the shortage of uh paramedics in our community and uh by by partnering with the entities that we are uh here hopefully we can do accomplish the same with our EMT uh those wanting their e EMT certificate any comments from the public hearing none all those in favor signify by saying i i e second reading of K 8701

10224 an ordinance creating chapter 94 of the code of ordinances of the Davis County Fiscal Court regarding the placement of unsolicited written materials on property motion to approve I'll second got a motion of second Mr bero if you would yes sir uh I'm going to read the whereas Clauses whereas the Davis County Fiscal Court is concerned about the proliferation of litter and visual blight within the community and whereas the Fiscal Court finds that deliveries of unsolicited rent materials are being haphazardly made throughout Davis County to include Distributing such materials on sidewalks yards and driveways with no means to ensure that such items do not add to the litter problem Andor visual blight and whereas the Fiscal Court finds that these unsolicited rent materials have contributed to the litter and visual blight of private premises public streets sidewalks and other public places and that these materials haphazardly delivered are damaging the private property and or interfere with private property and whereas the Fiscal Court desires to ensure that these unsolicited rent materials do not litter

the streets sidewalks or other public places or yards or driveways of private premises at the they do not cause visual blight in our neighborhoods do not damage private property and do not interfere with private property and whereas this ordinance is an effort to reduce unwanted litter and visual blight caused by unsolicited rent materials on public property in the yards and driveways of private premises to prevent damage to private property and to further prevent interference with private property and whereas this ordinance does not in any way deprive or diminish a private property owner's right to protect his or her premises from unsolicited or unwanted rent materials and then there's the uh uh now therefore be it ordained the ordainment Clause ordained by the Fiscal Court of the county of Davis calth of Kentucky and there's two rather lengthy sections I'm not going to read through all those we uh used uh a lot of the language in this ordinance from F County uh which passed a sort of an identical ordinance uh I don't know when it's been maybe a number

of years ago and uh so that's that's where we this is the second reading judge so there will be a vote thank thank you yes sir thank you any comments from the Commissioners commissioner cond thank you judge um I respectfully would like to uh present a motion to revise section two of the ordinance under section two this ordinance reads shall become effective 60 days from passage I would respectfully request that it be changed to an effective date of July 1 2025 I ask for a second please got a motion to hear a second a second got a motion and a second so is there any discussion on the motion to amend the only thing I'll say is is U we did I think we all got a call from from from um um Mr um weer from the messenger inquire asking that this um he didn't want it to be passed at all uh he did ask that it at at least be uh
