Summary

At its final meeting of 2022 and the last for this fiscal court, Daviess County approved a full slate of routine business before a long round of farewells for Judge Executive Al Mattingly and Commissioners Mike Koger and George Wathen.

The court proclaimed December 15 as Bill of Rights Day, heard a clean FY2022 audit with no material weaknesses, and approved the prior minutes and claims. It renewed a three-year lease for 42 parking garage spaces for the judicial center at $40 per space per month, fully reimbursed by the Administrative Office of the Courts. It also awarded a bid of about $108,000 to Stryker for four Physio-Control LifePak 15 units for the fire department, getting four units for the budgeted price of three.

The court made hires for the road department and animal control, and made a long series of board appointments for 2023, including Jordan Johnson (the incoming treasurer) and Mark Brasher. It approved amended articles of incorporation and bylaws for Owensboro Health, expanding its board from 14 to 16 members while keeping local control. It also approved a three-year agreement under which Owensboro Health will cover up to $150,000 a year of the ambulance subsidy and help plan for backup ambulance service.

A commissioner moved to name the target shooting range at the county gun club after Judge Mattingly, and it passed by voice vote. The rest of the meeting was tributes, citations from state representatives, public thanks, and farewell remarks before adjournment.

    foreign call the December 15 2022 Davis County's Court meeting to order this is our last meeting of the year and it's also the last meeting of this current Fiscal Court I know I'd asked Father Pat Reynolds at the beginning of this Fiscal Court to pray for us we're all still here so it must have been a good prayer father so I would ask you to come forward and lead us in prayer and I'm not sure if that mic is on is it on thank you judge I would like to begin just with a responsorial Psalm that used at Mass this week and refrain is from the 45th chapter of Isaiah and the verses are from psalm 85. let the clouds rain down the just one and the Earth bring forth the savior I will hear what God proclaims the Lord for he proclaims peace to his people near indeed is his salvation to those who fear Him Glory dwelling in our land
