Summary

The Daviess County Fiscal Court met on July 27, 2023. It opened by recognizing the Owensboro Offroad Jeepers for setting a Kentucky record with a 556-Jeep convoy during the Jeeps expo, which boosted hotel occupancy to 82 percent. The judge also proclaimed July 21-29 as Dust Bowl Basketball Tournament Week.

The court then approved a long consent-style list. It approved the June treasurer's report and final settlement, which showed a total cash balance of about $69.1 million. It also approved the first round of budgeted fund transfers for fiscal 2023-24 and $82,866 for the Oasis domestic violence shelter's relocation costs. The county judge's annual training incentive payment passed with an abstention.

A new federal prisoner agreement raises the per diem from $55 to $70 per prisoner per day, retroactive to July 1. That is expected to bring in $300,000 to $400,000 more per year. The court also extended the bicycle share lease, amended the Henderson solid waste agreement to allow sludge disposal at higher rates, and approved a business card agreement with German American Bank.

The court awarded bids for landfill, transfer station and fire department equipment: a wheel loader, a dozer, a walking floor trailer, two fire rescue vehicles and trap machines for parks. A surplus backhoe loader was transferred to the City of Whitesville. The court approved hiring a new administrative assistant and a firefighter/EMT, and accepted the retirement of solid waste manager Robbie Hawker after 27 years.

The first reading of the ordinance on justice of the peace and county commissioner districts took place with no vote. The reapportionment committee found no changes. A local hauler complained about inconsistent treatment of loads at the transfer station, and the judge said staff would look into it. Commissioner Connor shared that he is now cancer-free. The court then went into closed session on a real property matter, with no action expected.
