Summary

At its September 5, 2024 meeting, held at the OCTC Blandford Lair Hall, the Daviess County Fiscal Court worked through a routine agenda. The library's 2024 tax rates were read into the record, with no action needed. The court gave second reading and adoption to the county's 2024 tax rates ordinance, which lowers property tax rates from 2023.

The court approved a three-year agreement with the City of Owensboro and the Daniel Pitino Shelter for white flag (severe cold weather) shelter events, which runs through March 31, 2027. It also approved an engineering design contract with AEI for a culvert replacement project, which is part of the 80/20 state bridge funding program. Two bids were awarded for the parks department, a field aerator and a crew cab pickup truck. A sheriff's vehicle was declared surplus.

The court approved personnel actions: it hired a firefighter, promoted a fleet mechanic, promoted Jared Mattingly to transfer station manager, and reappointed a member of an advisory board. The first reading of a zoning text amendment was held, setting local rules for medical cannabis businesses. These include a 1,000-foot buffer from schools and daycares, a one-mile spacing between dispensaries, and a limit of one dispensary per rural community in unincorporated areas. No vote was taken, and the state law takes effect January 1.

Much of the public comment period and the commissioners' comments concerned the library board. Speakers addressed the new library board member Kathy Mattis and the civility of public discourse. Residents asked about the process for filling an open board seat, and the judge explained that the Kentucky Department for Libraries and Archives (KDLA) has 30 days to send two names. Senator Gary Boswell also asked the court to consider a policy on private-school cross country participation at Yellow Creek Park. The next meeting is September 16 at noon.
