Summary

The Daviess County Fiscal Court met on January 26, 2022, at an unusual time because of the annual budget and training schedule. Brooke Hagan ran the meeting for the first time.

The court proclaimed the day Dr. Donald Douglas Day. Douglas, a Daviess County native, was recently elected Kentucky state senator for the 22nd District. His brother Charles accepted the proclamation.

The court approved a resolution supporting industrial revenue bonds for a $110 million Kimberly-Clark expansion. The project would add 42 jobs at the plant, which currently has about 337 employees. The court also approved a fire flow master plan study with Strand Associates. It will model the water district and Whitesville system and identify where more fire hydrants could be added, which could lower insurance costs. A master plan contract with HDR for the solid waste transfer station was approved to address traffic and safety problems and plan for growth.

The court approved change order 5 for the P25 trunked radio system, a $282,225 tower at the landfill. The total contract is about $6.375 million, and the system is expected to go live in spring or summer. It also hired Jill Ransom as a staff accountant, promoted Danielle Fulkerson to solid waste administrative assistant, and passed the second reading of budget amendment number three. That amendment includes $500,000 moved to the road fund for asphalt resurfacing.

In comments, commissioners reported that Christmas lights at Panther Creek raised money for five nonprofits. Officials also voiced support for law enforcement amid concern about shootings. They noted that the candidate filing deadline had passed and that the ballot drawing would be held the next day at 2 p.m.
