Summary

The Daviess County Fiscal Court met on November 3, 2022, the first day of early voting. The judge executive proclaimed November 2022 Diabetes Awareness Month.

The court approved an interlocal agreement with McLean County to split the cost of replacing and maintaining the Hall School Road bridge. The agreement does not define the county line. It also approved a bank security update that adds positive pay fraud-detection checks at Independence Bank at no fee.

A $138,000 bid from Midwest Maintenance was approved to repair and seal the deteriorating limestone at the courthouse entrances. It was not the low bid, but the company specializes in restoration work. Several staff promotions and hires were approved, including Gavin Cecil, Kelsey Calhoun, Chris Cunningham and Jessica Ryder, all replacing existing positions.

Leadership Owensboro students introduced themselves during public comment. Commissioners announced that the Trash for Cash program is accepting applications, that Christmas at Panther Creek begins the Friday after Thanksgiving, and that the Veterans Day parade is coming up. The next meeting is November 15 at 5 pm, with a record-based rezoning appeal review for property on Highway 144 and a second reading planned for December 1. The judge also rebutted letters to the editor about recycling, the landfill and the room tax.

2022 Davis County Fiscal Court meeting motion approved second I have a motion second commissioner you all had a copy of the minutes in your possession for some time any additions to lesions or Corrections hearing all in favor signify was saying aye aye opposed motion carries be all claims are all departments move to approved second I have a motion in second again Commissioners you all had a copy of the bills due and payable by Davis County Fiscal Court any questions of the treasurer hearing that all in favor signify by saying aye aye opposed motion carries next item see interlocal agreement with McLean County regarding Hall School Road Bridge replacement move to approve second I have a motion second uh Commissioners as you're aware Hall School Road that's almost as hard to say as horse Fork Creek right so Hall School Road in the west uh has a bridge and that bridge was deemed unsafe by the state of Kentucky when they inspected it it also turns out it's not their job to inspect anymore so they took it off the list of the bridges that they're going to inspect

  • 6:08

the bridge is in a an area that is in an area where both McLean and Davis County have some claim to it so I have talked with the judge executive of McLean County Judge Dame and we have come up with an interlocal agreement where the two Counties have agreed to split the cost of replacing the bridge and the maintenance it's called you prepared the interlocal agreement it all looks good yes yes and one of the things we did put in there your request and the others is that it does not do anything to define the county line this agreement there has been a disagreement on that portion the county line for a lot of years and we just wanted to make sure that regardless that the number one issue was the public that the bridge didn't cave in so we put in the agreement that the fact that we were both working together on the bridge to not give either one a claim or a disclaimer to the where the county land was any questions or comments by the way we offered them our Engineers

  • 7:22

services and they are going to take care of everything in Davis County we'll reimburse them our our percentage so and I appreciate judge Dame uh initiated he actually initiated this uh this agreement between the two counties if there are no questions any question or comment for the public if there are no other questions or comments all those in favor signify by saying aye aye oppose motion carries next item Jenny D resolution 2022 2022 treasury services at Independence Bank motion to prove second I have a motion a second Jordan tell us what kind of mess you've got us in this is a security procedures update for our public fund account said Independence Bank this agreement adds the positive pay service to all of our accounts which is simply a best practices solution for detecting fraudulent checks as early as possible Treasurer Hendricks legal and myself have reviewed it we found no issues there are no service fees for this item and I would recommend approval questions or comment question or comment by the public

  • 8:35

there being none all in favor signify by saying aye aye opposed motion carries e-award bid number 22 23-26 Limestone replacement and ceiling project Courthouse move to approve second I have a motion a second Commissioners uh if you noticed at the entrance in particular but all along the base of the courthouse the face of the courthouse limestone is deteriorating it's coming apart uh at the four entrances to the courthouse is probably due to a lot of the salt that we use to to treat the entryways for ice and snow we've looked at it and have received some bids and Jordan is going to explain those bids here in just a second but we felt it was urgent to get started and try to get this accomplished before all the winter set in because if we don't it's just going to continue to deteriorate believe it or not the Limestone facing on this building was never sealed which means it absorbs water when there's water in the Limestone and it freezes it expands and it causes it to
