Summary

The Daviess County Fiscal Court met October 8, 2026. It opened with proclamations naming October 2026 Domestic Violence Awareness Month and October 15 White Cane Awareness Day. Representatives of the groups involved accepted them.

The court approved the minutes, claims, and several grant and funding items. These include an $850,000 CDBG grant for the YMCA daycare expansion, a $5,000 attorney general grant for peer support training at the detention center, and a $35,000 administrative contract with the Green River Area Development District. It also approved a $50,000 request from OASIS shelter and a $55,731 SUV for the sheriff's office, which insurance will largely offset.

On solar energy, the court passed a new ordinance on renewable energy and storage facilities. It covers the leftover rules not included in the planning commission's text amendment. A separate zoning text amendment (Articles 8 and 14) passed 3-1 after Commissioner Kathlin voted no, saying more work is needed. Residents urged cash escrow for decommissioning and recording of lease assignments. Staff said the ordinance raises required decommissioning amounts, requires a letter of credit or escrow, and moves plan updates to every three years.

The court extended the moratorium on certain group housing and facilities until April 30, 2027. During public comment, residents asked for data center regulations, and a local pastor promoted Teen Week events. Commissioners raised concerns about the animal shelter, and the judge executive announced fall events and cash for trash results.
