The court awarded two bids. Harp Enterprises won the new voting system at $346,031, with an estimated life cost of about $794,111 through 2029. Tennis Technology Inc. won six pickleball courts at Yellow Creek Park, plus a basketball court resurfacing, for $47,053, with work starting in May 2022.

The court also approved hiring an animal control vet tech and promoting a public works office manager. It appointed Dr. Wanda Figueroa to the Drug Free Owensboro steering committee. A first reading was held for a $75,000 budget amendment for playground grant funds, with the vote set for the next meeting on October 28.

    proclaim october 21st october 2021 as domestic violence awareness month whereas domestic violence is a behavior pattern used to establish power and control over another through fear intimidation and abuse and whereas annually one in four men experience domestic violence and one in three women will experience it in their lifetime and whereas domestic violence does not discriminate affecting all races ages genders and income levels and according to hud domestic violence is the third leading cause of homelessness among u.s families whereas two of three female murder victims are killed by a family member or an intimate partner and children living in violent abusive homes are likely to suffer from physical and emotional health issues and difficulties in school and whereas annually america spends 37 billion dollars on domestic violence related medical expenses sheltering and foster care law enforcement and legal costs sick leave absenteeism and low employee productivity and whereas annually one in five children witness one in 15 children witness domestic violence in the u.s and without a coordinated community effort to end this

    much money yet we send this paperwork in first the state gets all of the paperwork in from all the different communities that ask for the money then they check to see how much money they have available and they divide it up so we at this point we don't know typically it is somewhere in the 50 to 60 000 range when we get that figure then we can calculate then how many roads and at what price per mile we're able to get out so this is what we commonly call cash for trash yes it is any question or comment david is is this funded with with the dollars and any of the money we use to take in at the same landfill yes this this is funded uh everyone who crosses the scales has to pay a dollar 75 state fee and this program comes out of that dollar 75 along with some of the other programs you all are familiar with we the household hazardous waste day is those grants come from that program you also may be familiar we've asked for grants to buy equipment for our composting operation i believe we received money for a backhoe a skid steer loader a couple of years ago we actually received a a grant to buy

    the new compost turner the scarab uh out of this so they all of this dollar 75 for every ton of trash that's put in a landfill the state collects that money and then they put it into different pots to go back out so this is funded through the tax dollars that it collects and we were meant to the state thank you any other question or comment there being all those in favor 65 saying aye aye oppose motion carries e-m-o-a granting 100 000 to the museum of science and history for enhancements move to approve second i have a motion second commissioners uh i think all of you are aware of what what we're trying to do here the purpose is to allow the owensboro museum of science and history to enhance an area known as the pleisem and an adjacent hands-on science area it's actually called the wet area fiscal court's going to provide up to 100 000 to do that each of those projects are about 45 000 i think 90 000 bucks but usually there's cost overruns and other

    things that nobody knows is going to pop up this is at the museum of science and history it's in a building that the city owns and the city has been negotiating with putting some affordable housing i think up on the upper floors uh one of the commissioners uh commissioner white i think it was you that had asked a question about that these these two displays are portable can be moved so if they were to be installed in a place that had to be given up at a later date then they could be moved into another area when i was first approached about this one of the things that was talked about is as you are aware sam and sally davenport have been great promoters of the science and history museum sam and sally are great or sam was and sally is a wonderful uh uh community citizen sim passed away a couple of weeks ago and uh i think the intent is to name these two areas after salmon sally davenport any questions or comments there being none all in favor signify
