Summary

The Daviess County Fiscal Court held its first meeting of 2021 in a courtroom still being remodeled, with Commissioner Koger attending remotely. Members opened by remembering Allen Englehart, a friend who had died the day before.

The court approved the 2021 budgets for the Sheriff's Office (about $6.3 million) and the County Clerk's Office (about $2.2 million, including a records room renovation). Commissioners thanked both offices for their work, including the clerk's handling of the election. Prior minutes and claims were also approved.

Other approvals included an agreement giving the Daviess County Public Schools police access to the 911 system and national crime information, and a one-year extension of the coal combustion residuals contract with OMU at the landfill. OMU has delivered more than 268,000 tons, bringing in about $4.2 million. The court also created street lighting districts for Whispering Meadows and Saddle Point, and approved a designation of applicant's agent for a generator grant.

The court awarded bids for 2021 property maintenance mowing, two new road tractors for the transfer station (about $214,500), and shotgun shells for the sheriff's department (about $55,500). It reappointed Scott Keagle to the consolidated water district board and appointed Amy Lilly to the Area Council on Aging.

In closing comments, the judge asked for patience with the COVID-19 vaccine rollout, reported about 1,800 active local cases and 113 deaths, and said the courtroom would likely stay closed to the public through the end of the quarter. He also noted Martin Luther King Day events and offered condolences on the death of road department employee Kenny Bowman.

  • 2:28

had an opportunity i think to talk to the sheriff about his budget mr hendricks our county treasurer would you like to talk to us a little bit yes uh [Music] uh salary cost of adjustment in in that item but the reason it didn't go up was some of the things that they had in the current year ends up not costing as much as we had budgeted so they had some excess money so they rolled that over and applied it to their new costs and they were able to lower fiscal court's contribution so i've looked through it

  • 3:41

it's got the normal amount of or typical capital expenditures primarily some some car replacement we do have this cops grant that court approved last year and i don't see anything out of the ordinary i would recommend approval jim won't you just for the audience this is an annual budget it's a calendar year budget where we have a fiscal year budget and we always have a meeting rather late because of the sheriff i mean that's that's just state the state requirements isn't that correct that is correct that there are fee office and free offices are different than the way we operate they do operate on the calendar year which causes some interesting reconciliation yeah artwork sometimes uh plus the way they do it for the four years they usually are allowed to have a run excess or deficit in the four years with the state and then true up at the end of the year which is why you see the revenue swings like you see occasionally we all have to talk about so okay well uh commissioners question or comment i have a comment it's not really related to the budget

  • 4:56

but it's related to the sheriff i know he's not here but i'd i'd still like to take the opportunity to thank him and all the people in his department for all the things they do for dave's county i really believe that um that the sheriff's department is one of the reasons that we have such a fire community and i'd just like to publicly thank him for that okay and i echo echo those sentiments as as well they've got some really great deputies as a matter of fact if i'm not mistaken one of my nephews is going to join them under that cops grant here in about six months can't figure out for the life of me thank you yeah he almost failed because of his uncle but anyway kind of what i was thinking about yeah i know but uh you're right george they they do a good job i can tell you they use every dollar that's wise yes sir just talked about our subsidy i probably should actually state for the record okay the total sheriff's budget is six million three hundred and seven thousand two hundred eighty two dollars of that four million nine hundred and seventy two thousand six hundred eighty two dollars is related to salaries and benefits so

  • 6:08

okay okay that's that's good then uh anything else any other commissioners well again i miss keith being here and sending somebody else up to speak for him when it comes to figures but we'll get done with this a lot quicker i've had a motion in a second all those in favor signify him saying aye aye opposed motion carries v davis county clerk's office 2021 budget motion approved second i have a motion second but jenny i thought i told you to pull this because they didn't bring apple fritters and donuts this morning just kidding so jim again this is one of those calendar year budgets for the county clerk they are a fee organization uh you want to tell us about their budget sure the total is two million two hundred and thirty nine thousand two hundred and thirty dollars uh million eight sixty nine two thirty is for salaries and benefits so similar to the sheriff's budget primarily the costs are related to uh personnel i've reviewed it and there's one new one-time capital expenditure of about 150

  • 7:22

000 to renovate a record room to increase storage capacity they have a new ten dollar fee that the state had passed last year and that fee generated about 196 000 dollars so they're actually not even spending the whole amount for that i've looked through it everything else seems to be just regular recurring kind of calls so i recommend approval commissioners questions or comments i would just like to make a comment that the clerk's office did a heck of a job regarding the election this year they worked hard to find precincts that would be available they worked hard to get their their ballots out get them back in get them counted to make sure that the the ballots were good ballots true ballots uh i know uh leslie the clerk leslie mccarty and her chief deputy richard house take that very seriously and uh i also want to thank them for keeping their office open they worked extremely hard to make sure that they were open and able to provide the services while you know it got crowded sometimes but

  • 8:37

they continue to do day in and day out provide the services that they are responsible for so thank you very much if there are no other questions or comments all those in favor signify saying aye aye opposed motion carries next item jenny see meeting minutes of december 17 2020. motion approved second i have a motion and second commission you all had a copy of the minutes in your possession sometime any additions deletions or corrections there being an all in favor signify saying aye aye opposed motion carries claims for all departments approved i have a motion a second again commissioners you all had a copy of the bills doing payable in your possession for some time any questions of the treasurer there being none all in favor 65 saying aye aye opposed motion carries e-m-o-a regarding 9-1-1 operations ncic link terminal access with davis county public schools special law enforcement agency and city of owensboro police park move to approve second i have a motion second i don't know who
