Summary

The Daviess County Fiscal Court met on February 7, 2023, with Commissioner Marksberry attending by Zoom. The court heard a presentation on a FEMA-funded backup generator for the Masonville No. 1 fire station, which is under federal review with an award possibly six to nine months away.

The court approved routine business: minutes, claims, and year-end fund transfers of about $1.48 million to the road fund and $1.78 million to the jail fund. It also approved an amended Sheriff's Department budget that adds a digital forensics officer and salary adjustments, and a resolution backing Owensboro's claim as the bluegrass music capital of the world.

The court approved two Kentucky Pride grant applications, one for household hazardous waste (the collection day is October 7) and one for recycling containers. It approved a license agreement with the youth soccer association at Horse Fork Creek Park and a $14,274 office painting contract at the judicial center, to be reimbursed by the court system. It declared a police vehicle and ball field lights surplus and transferred them to other agencies. Two bids were awarded, for a road department truck and a landfill dozer undercarriage.

The court also made several personnel and board appointments, and heard the first reading of the annual road system ordinance. The next meeting is February 23, 2023 at 5 pm.

please touch the hearts and the minds and the souls of Judge castlin commissioner marksberry commissioner Chris caslin and even myself ask these things in your name our Lord and Savior Jesus Christ amen and now the pledge I pledge of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all thank you commissioner condor and Jenny you ready to go yes sir item one consideration excuse me I just want to let people know the commissioner marksberry is under the weather and she is joining us online via Zoom so um she is present but she's not up here with me so okay go ahead thank you judge item one consideration for presentation a FEMA KY hazardous mitigation application

  • 2:29

application incentive generator Grant projects foreign you want to defer to Mr Edge we have Mr Blake edge with Grant so welcome hold on just a second he's in turn your mic on good now yes sir so every time there's a FEMA declared disaster presidential disaster declaration FEMA makes five percent of the total disaster declaration available for initiative projects and what those uh every anytime there's a declared County in Kentucky every county is eligible for those to apply for those initiative projects the covid pandemic was a declared disaster in 2021 and as part of that we were able to apply for a backup generator at the Masonville number one

  • 3:42

fire station and it was approved to apply directly to FEMA for that it was a cost of 30 000 local sheriff 13 at nearly 4 000 and the state picks up an additional 12 just over 3 000 with FEMA picking up the rest of it um there was we actually submitted the application for Kentucky Emergency Management review in February of 22 and then uh they sent it back to us about a week ago and needed it back before last Thursday so with some with signatures on it so Jordan helped me to get all that submitted and it is now under FEMA review they don't do anything very fast so it could be another six months or nine months before they they give the award but anytime we've submitted the application to field we've never been we've never had one not awarded so Kentucky Emergency Management selects the ones that they want to submit to FEMA and so they selected this one so

  • 4:56

okay very good thank you any Commissioners have any questions commissioner Connor Thank you judge uh Blake you may not know this answer but just out of curiosity why would the Masonville number one fire station be the the site for this package I just just curious out of anything because I'm assuming it's for backup emergencies there's one how does that happen so the uh they just submitted uh some interest in it uh I believe they talked to the previous Fiscal Court about uh uh sponsoring on on their behalf and uh so they just they needed one or after the uh before the ice storm uh backup power was not as big a deal after the ice storm uh that's where the majority of these initiative projects go so we just try to take care of as many uh critical sites that need backup power as possible Thank You Blake thank you judge you're welcome sir anyone from the public wish to ask a question amen now this is just a presentation so we don't vote on this okay thank you thank you appreciate item two
