Summary

The first reading of a $200,000 FY2022 budget amendment was held for CDBG utility assistance money. Second reading is set for September 2. Commissioners also discussed low turnout of ARPA public comments, a KYTC public forum on Fairview Drive on August 26 that may be postponed because of COVID, and the Panther Creek Park fire tower engineering report, expected by the second September meeting. Fireworks at Panther Creek Park are planned for September 4.

of the three items commissioners i'm going to delay called i'll delay because we're on a 30-second delay so i'll take a couple minutes to uh give any uh citizen that's watching a chance to comment so the first item on the agenda is the proposed 2021 tax rate mr hendricks do you want to tell us what we're doing and we're here having a public hearing regarding this this portion of the public hearing is to offer citizens of opportunity to comment on the 2021 proposed tax rate in the august 5th fiscal court meeting we held first reading of the tax ordinance which basically stated that the fiscal court has decided not to increase the property taxes for this year the compensating rate was 13.1 and the allowable four percent rate was 13.6 fiscal court has decided to leave all the ad valorem taxes the same as they were previously with the real property rate being 13.4 cents per hundred dollars revenue received in excess of last year's revenue will be used for general

government administration and protection to persons and property at this point we would take any comments on that on the tax rate citizens who are watching you have an opportunity to comment now i might make the comment that after the last meeting we had several comments on our facebook page that that implied that we were increasing our tax rate that is not the case our tax rate stays the same the tax rate is the only thing that we have control over there was a comment made yeah but the pva is increasing property values and that is true we do not control uh the property values that pva sets and pva is actually an employee of the state and they follow state guidelines and state mandates so their hands are pretty much tied in how they assess uh property values so commissioners any comment by you you guys before we go to the next one i would i would just say to your point about the pva when i've talked to rachel and first of all not only is it a different office it's an elected position um and

but but she has told me that the state actually not only do they have the rules you got to follow they essentially do do test uh analytics so to speak to to make sure that that our values are within the spectrum that they're supposed to be that that is correct uh and there are some severe penalties if they fail the test right so anyway folks uh we will accept comments until the end of this this meeting uh on that so the next item uh is the closeout documents for uh owensboro regional recovery 2020 through 2021 cdbg project i have tom lovett with grad here tom come up to the podium make sure that tap on that and make sure it works at the top tap on it let's see if it works no there you go okay so tell us what we're doing dom um good evening my name is tom lovett i'm with grad and i'm assisting the county with this cdbg grant for owensboro regional recovery the purpose of my purpose here this evening is to advise citizens of the

progress made during the administration of the community development block grant funds and the pending closeout of the owensboro regional recovery project owensboro regional recovery is a men's drug and alcohol rehab center at 4301 beech road here in owensboro it averages 100 tenants on a daily basis uh since february 2010 when it opened owensborough regional recovery he served over 2 000 men through his counseling program for the for current fiscal year 200 000 of community development block grant funds were allotted to the project for operational purposes and that would be staff salaries funds utilized for the initial construction of the center consisted of low income tax credits home funds affordable housing rust funds and funding through the federal home loans bank funds utilized to pay utilities and to house the men include section 8 vouchers and funds into the from the department of corrections this again this is just a close out document what happens is the the county and orr apply for 200 000 to pay the salaries every year so we're closing out last year and we're getting ready to apply for funds for next year so that's what this that's what this portion is commissioners first of all public you're welcome to text or send in your comments or questions

commissioners any questions or comments from mr lovett tom i know that this orr performs a very important service for our community and surrounding communities and other places and folks out in our commonwealth they do an excellent job and i wouldn't be remiss if i didn't invite everyone to attend their homecoming that they have every september where folks who have gone through the program come to visit the families of those who are in the program come to visit and it's really out because it's just one of those things that tells us that substance abuse cuts completely across the entire socioeconomic fabric of our community uh so it's it's our way of being able to help them there are no tax dollars direct tax dollars from davis county these are all block grants for community development any other question or comment tom let's go on to the next one which is the application for uh owensboro regional recovery 2021 2022 cdbg project or or grant funds right and the purpose my purpose here this

evening is to provide information to the public and accept comments concerning the proposed application of two hundred thousand dollars of cdbg funds to be submitted to the department of local government and obtain views on housing and community development needs this public hearing also serves to inform low and moderate income persons that there is technical assistance to the green river area development district in developing grant proposals for the cdbg program other program areas include public facilities economic development housing community projects and emergency relief these funds will be used for operational purposes as i said staff salaries for owensboro regional recovery and past cdbg funds have also been used for pay sell to pay staff salaries as well since the project funds are being sought through the housing and urban development administration it must be advised that the uniform displacement act does not apply to this project as no residents have been or will be displaced due to the activities of this project a copy of the uniform displacement act however can still be obtained from the green river area development district davis county fiscal court or the department of local governments that's what we've got commissioners questions yes sir i have a question you may not know the answer this time but
