Daviess County Fiscal Court
Meeting of March 18, 2021
Daviess County Fiscal Court Meeting March 18, 2021
Summary
The Daviess County Fiscal Court met March 18, 2021. The judge urged residents to keep masking and distancing, noting the county's COVID rate had fallen to about 10.2 cases per 100,000.
Dave Kirk of the convention and visitors bureau reported on the first Owensboro Burger Week. Twenty-four restaurants took part and sold more than 11,600 featured burgers, bringing in about $70,000 in five days. The top three finishers were all in Daviess County: O'Brien's Bar and Grill, Legends and Wonder Whip.
The court approved the previous meeting's minutes, all claims, and a $300,000 budgeted transfer from the solid waste operating account to the construction account. The transfer will fund stockpiling rock for a new container site. The court also passed the annual resolution on transporting nonpublic school students, which is the first step toward state reimbursement.
The court approved applying for the 2021 household hazardous waste grant, which covers about three-fourths of the cost, with the event planned for October. It hired Jennifer Sequeira as an animal control officer and passed the second reading of the annual county road index update.
The court recognized employees with five to twenty years of service. Commissioners discussed trash along state highways, with a work crew from the jail possible as early as next week. They also announced a free paper shredding event on March 19 and a tire amnesty day in mid-July.

today davis county is at two or ten point two cases per hundred thousand population that i think that's as low as we have been we're right on the verge of of popping over where we will be in the yellow instead of the orange we've been doing a good job but we can't become complacent we've got to continue to to social distance to avoid large crowds wash your hands just like mama told you when we were little charlie when you come inside all dirty what'd your mama say she probably go out there to the side of the house washington wash your hands that's exactly right and wear your mask the vaccines are here they're doing a good job particularly in our nursing homes and our seniors that reduce 92 percent of the deaths that were occurring with covid were occurring in those who were 70 years 60 years or older so anyway i think we could see a light of the tone at the end of a tunnel let's not get complacent uh jenny are you ready yes sir item one consideration for presentation a owensboro burger week update commissioners with us is the very famous and or infamous
- 2:29
dave kirk from the convention visitors bureau and he wants to talk about how how successful burger week was yeah push the bottom and if they're if we can afford bad reese there you go hey first try very good very good well judge and uh county commissioners thank you so much for allowing me to come talk about something fun a little bit of good news that i think everybody is welcoming in right now owensboro burger week first year we've ever done it the reason we did it is obviously as you all well know with some of the grants that you'll come up with you know restaurants are hurting the hospitality industry is hurting hospitality was probably the first thing hit by covid it's probably been the hardest thing hit and it'll probably be the last to recover so we wanted to come up with a way to uh inject some business into these restaurants uh we thought a burger week would be fun i've seen them done in other places i kind of always wanted to do one here so we pitched it out to the restaurants got some feedback and they were all in so just a little bit of data for you we had 24 restaurants participate in the inaugural year to kind of give you an idea lexington and their winter burger week had 24. lexington is a little bigger than owensboro so really good participation
- 3:44
rate between the restaurants for that week we did it for five days including lent and we sold eleven thousand six hundred and six hamburgers and that's just the featured burger you know people got other things at these restaurants and tried other burgers that's just featured burgers so that was huge the actual money brought in by just the burgers seventy thousand dollars in five days again that's including lent in a very uh catholic community that observes lent so we thought that was very impressive now what's even more impressive that you all are going to enjoy are the the top three finishers were all in the county you had uh o'brien's bar and grill first second you had legends and third yet wonder whip so uh three davis county restaurants uh the story with o'brien's i think that you know you couldn't have scripted anything better now it was a blind judging the restaurants didn't know when we were coming to get the burgers and the judges didn't know where they were tasting the burgers from but you had an owner in eric ashworth that had just bought the business 2019. he's my age 33 years old just bought this business in 19 boom coveted hits what a story for him to win and his burger's always on the menu so people can go out and try it and i would
- 4:57
encourage all of you to try it so again it was a wonderful event brought in a lot of buzz all the tv stations uh the best choir owns world times really got behind it we even had a station out of bowling green come up for it so it was just a good piece of news uh for for owensboro and people were looking for that i think especially right now so uh and then i have to i have to thank the judge publicly for your video you did with jordan to talk about your burger story uh that was a i didn't know that the uh well first of all i hope that wimpy showed up and someone bought him a burger and he paid them back next tuesday remember wimpy from popeye he was always after a hamburger and while i was doing that commercial he photobombed me i think yeah so very good anyway but again it was a great thing for the community and we appreciate you all support and uh anybody else have any hamburgers that week anybody trying hamburgers that week they like i did not well not either so you all didn't and we still sold that many yeah good news uh but it was it was a wonderful event i thank you very much and i really
- 6:10
appreciate the cbb coming up with this is the kind of things that we want out of the convention and visitors bureau uh and particularly when it has to do with food and or drink uh we enjoy that very much so keep up the good work and we look for the next promotion yeah we've already got a couple things in our back pocket you know we built the week talking to the restaurants getting feedback from them of how long we should do it and when so we've already had a couple of people reach out with other events that we think will be fun i'm shocked i'm shocked that they were able to stay up at that pace because it was so out of the ordinary i honestly i thought we would have you know 10 to 12 restaurants participate i thought you know if we could sell kind of in my head 5 000 burgers that would be a heck of a thing you know to bring that kind of money into our local restaurants here in davis county so certainly was not prepared and and i don't think the restaurants were so i mean they had to hustle they were going back to the different places where they they get their stock and and repurchasing so i mean when you think about just the economic boom just in that week yeah you have the 70 000 for the burgers but they sold other things then that money goes to the you know the suppliers goes to the farmers i mean it really is a beautiful thing for our county and you know a couple of our sponsors
- 7:24
