Summary
The Daviess County Fiscal Court met October 6, 2022. It opened with a public hearing on the Owensboro Regional Recovery (ORR) men's rehab center's community development block grant (CDBG). The court later closed out the current $200,000 grant and authorized a new $200,000 application for 2023.

On routine business, the court approved minutes, claims, solid waste fund transfers totaling $800,000 for the new landfill cell liner, the trash-for-cash litter grant, an updated road resurfacing list of about 26 miles, a consultant contract for the new residual landfill, the annual rate schedule, a surplus auction on October 26, and several bid awards. It rejected all bids for Yellow Creek Park tree work, which the road department will handle.
The most contested item was the rezoning near the Greenbrier subdivision. After hearing from both sides, the court amended all three ordinances to deny the rezoning, despite the planning commission's earlier 7-1 approval. The land stays single-family residential, and the applicant may appeal to circuit court.
The court also held first readings of three ordinances updating the transient room tax so it can be collected from Airbnbs and similar rentals under the new state law.

public hearing is to advise citizens of the progress major in the administration of Community Development block grant funds and the pending closeout of the Owensboro Regional Recovery project Orr is a men's drug and alcohol rehab center located at 4301 Veach road here in Owensboro the center averages about 100 tenants a day on a daily basis since February 2010 Orr has served over 2 000 men through its counseling program for the current fiscal year two hundred thousand dollars of Community Development block grant funds were allotted to the project for operational purposes which is staff salaries funds utilized for the initial construction of the center consisted of low-income tax credits home funds affordable housing rust funds and funds and funding through the federal Home Loan Bank funds utilized to pay utilities and house men include Section 8 vouchers and funds from the Department of Corrections if there are any questions or comments are there any questions from the commissioners any question by the public let the record show that no one had a question do you have another part down I do sir and then this is the application for next year's funding the purpose of this public hearings to provide information to the public concerning the

proposed application of 200 000 of cdwg funds to be submitted to the Department of local government and to obtain views on Housing and Community Development needs this public hearing also serves to inform low and moderate income persons that there is technical assistance available through the Green River area development District in developing Grant proposals for the cdbg program other program areas include public facilities Economic Development housing community projects and emergency relief funds will be used for operational purposes again staff salaries for Owensboro Regional Recovery past cdbg funds have been utilized to pay staff salaries as well since the project funds are being sought through the housing of the Department of Housing and Urban Development it's easy for you to say it must be advised that the uniform displacement act does not apply to this project as no residents have been or will be replaced due to the activity of this project a copy of the uniform displacement act however can still be obtained from the Green River area development District that's grad the Davis County Fiscal Court or the department of local government Commissioners any comment or question yesterday I have a question yes sir I think I know the answer but is there

I've tried to listen very hard to see if you mentioned if you said it's for next year to be for 200 000 again yes sir is there anything in place any mechanism that will help this organization as inflation keeps going up it seems like we've been doing this 200 000 for a long time yes and prices have changed a lot over the last 10 years I know that the application that we were asked for was to we were asked to apply for two hundred thousand dollars if if that needs to go up you know we can consult with the Orr people and see if they feel like they need or or ask that you apply yes sir that's that's the amount was the amount that they wanted to apply right if they asked for 250 yeah I don't know whether you get it or not that's my understanding yes it just seems like something some kind of mechanism something should be in there for them yeah um inflation I think he said what seven eight nine percent right now so I think I would speak on their behalf a day uh commissioner they do an awfully good job getting out and advocating for their mission and raising funds to supplement These funds yeah this is not our source of income just a thought I was just
