Summary
The Daviess County Fiscal Court opened its first meeting of 2024 by approving the December 21, 2023 minutes and all claims. The county attorney committed to prosecuting criminal littering. Officials said construction and demolition debris will not return to the transfer station because it is at capacity, though they are exploring other options.
Commissioners closed with reminders about Law Enforcement Appreciation Day, extreme cold coming next week, and the Martin Luther King Day walk. One also floated an indoor pickleball facility and a new senior center.

good evening I want to welcome everyone to this first meeting of 2024 the first meeting of Davis County Fiscal Court and uh let's see if you would stand uh for the opening prayer and the pledge and I'll be leading that you would pray with me dear heavenly father we pause and we thank you for the many blessings you bestowed upon us we thank you for the gift of family the gift of community for those of us who have it the gift of good health we ask you dear heavenly father to bless us as we do the work of the county this evening we ask you to bless those that we represent as elected officials Lord we know that there are those who feel that they are unheard we know there are those who feel that they're ignored we just ask you as we do the work of the county to bless us and guide us guide our hearts guide our minds guide our tongues that we might do that which is pleasing to you in all

Clerk's 2024 budget I'll make a motion to approve second got a motion second Mr Johnson yes judge I have reviewed the budget with the county clerk and the members of the court for the calendar year 2024 the total budget request is 2,534 4469 cents utilizing the same Colo of 6.5% adopted by Fiscal Court for fiscal year 2324 the total budget increased $13,851.69 which is a result of the cola and budget requests as previously discussed the clerk's office does not and is not projected to require a subsidy from Fiscal Court to operate since they take in more Revenue than they have expenses her budget requests are within reason and I see nothing that would suggest this operating budget will have any significant impact to County revenues or expenses I see no issues with approval thank you Mr Johnson any questions for Mr Johnson or for Miss uh Mardi she with us me I just want to take a moment and thank you lesle for for um the good relationship that we have with Fiscal Court and that you've had in your

entire tenure as clerk um not all uh counties are as blessed as as we are to have and I was talking to the sheriff earlier today in his office not all counties across the common wealth are blessed to have uh elected officials that have good working relationships with one another and uh I appreciate it um hearing no other questions all those in favor signif by saying I I motion carries next item D Davis County Sheriff's 2024 budget motion to approved second got a motion second Mr Johnson yes judge I have reviewed the details of this budget with the sheriff and the members of the court for calendar year 2024 the total budget request is 6,850 $ 7,829 55 utilizing a 3% Cola the total budget increased $212,200 which is a result of the colon budget requests as previously discussed the Sheriff's Office does not generate enough Revenue to cover all expenses so this budget request requires a subsidy

from Fiscal Court in the amount of 3, 35,6 1271 the subsidy is less than than the prior year due to the offset of the sheriff's budget surplus which is in the amount of $85,500 55 cents which is the result of overperforming revenues reduced expenses from positions that were not filled for the entirety of the calendar year and otherwise efficient operations his budget requests are within reason and I project that sufficient funds will be available to accommodate the subsidy I see no issues with approval any questions for Mr Johnson no no commissioner con not for Mr Johnson but maybe for Sheriff Youngman please go ahead sir is your mic on yes sir there we go um just curious Sheriff that given the last this last year we had um you've improved dramatically the sheriff's department of everything else that needed to be addressed over this last year uh with the budget that we currently have and what you worked on in 2023 of the revenue streams that you have how much did you actually bring in

from Grants or any other sources to offset a lot of the other costs that you have yes sir uh in 2023 we I I don't have the exact figure some of that's still being tabulated due to the differences in fiscal years but it was well over $200,000 in Grants um part of that is a Homeland Security grant that we were awarded a very large one uh to work on our digital forensics unit which I I know you probably recall uh some of the ones you probably don't recall are the highway safety Grant which provides uh last year was $32,000 in overtime money for us to go out and look for different traffic offenses um there was the therapy Kine which was valued at $15,000 so so yes sir there there are grants uh the HRA money that comes through it comes in the form of a grant but that's that's kind of a moving Target right there but it is well in excess of $200,000 and so going into 2024 probably going to be trying to do that if not more I would assume yes sir U we will um you know I re fully recognize the uh the burden that that we we we do put on taxpayers by asking for money from the Fiscal Court um but we try to offset that with grants as much as we can I do have M on several grants going forward for this next year um of course I do I do have to be careful um as you as I'm sure you know not to apply for a grant for anything that's going to be recurring uh because you know once that

grant money is gone then it's hey surprise fiscal record I need you to up my money um so we do weigh those things but we do have our eye on several grants and I think it'll be pleased with what we put together for the next year thank you Sheriff thank you judge you're welcome Shar sh do you have anything I do I'd like to read a statement if that's right go ahead all right uh I'd like to take this moment to thank you all for your support uh to the Davis County Sheriff's Office as well as your commitment to Public Safety together we have just completed a Monumental year in terms of what we've been able to achieve we've accomplished a lot for the people of Davis County and also our commitment to their safety 2023 my first year in office was spent focused on Staffing and operational changes we were able to achieve many of our goals such as becoming fully staffed launching a drug unit increasing the number of deputies on the roads all by moving around the resources we already had and with increased funding from you to the 2023 budget this enabled us to be fully staffed and gave me a lot of flexibility I also spent the first year assessing our future needs and following much thought research and observations the result is in the 2024 budget that you're about to consider I've recognized that as a responsible Steward of taxpayer dollars

we cannot expect everything and certainly we cannot expect everything right now but I am however pleased to announce that with the budget you're considering it contains funds requested for almost all of the projects that we have outstanding that we wanted to accomplish top of that list is funding for bodyw warn cameras upon final approval of this budget we will immediately begin the process of procuring those units we will join the ranks of similarly sized Sheriff's officers across the Commonwealth that are already operating in them this is a huge step forward for both the citizens of our County whom we are accountable to as well as the deputies that serve and protect them in closing at the end of this month we will print out our 2023 annual report I will personally see to it that each of you gets a copy for your review I know that you will be impressed with what we have achieved and I hope that when you review the data in the report you are able to see the direct length that your support in your commitment to safety had in our successes please know how grateful I am to each of you as well as the staff of the Davis County Fiscal Court for all of your support does anybody have any other questions no but I I just wanted to repeat myself what I told lastly and that is want to thank you for for your uh professionalism and thank you for
