Summary
The Daviess County Fiscal Court met on November 18, 2021. On personnel and boards, the court hired a solid waste laborer, approved a new solid waste administrative assistant job description to cover scale house backups, and made appointments to the Paradise regional industrial park board and the ACES board, with one commissioner abstaining on the latter.
In comments, members shared Thanksgiving wishes, news of the Panther Creek Christmas lights (no wagon rides), and deer-season driving cautions. The county engineer explained Kelly Cemetery Road damage, attributing it to heavy vehicles, and said paving of rock sections is hoped for soon, weather permitting, with full resurfacing planned next year. The next meeting is December 2.

uh cdbg cv oasis property acquisition okay and with us tonight we have joanna shake with grad joanna she's the director of grad you want to come up and talk to us a little bit introduce your guests with us jordan is a micron david set you up yeah no he showed me twice how to do it well typically joanna doesn't need a microphone she's loud enough anyway okay thank you members of the fiscal court with me this evening is andrea robinson executive director of oasis we appreciate your time this evening the purpose of the public hearing is to provide information to the public concerning the proposed application of a million dollars of community development block grant covid funds under the public services category to be submitted to the department of local government and it's also to explore any uh views on housing and community development needs as well the public hearing also serves to inform low to moderate income folks that

help us through technical assistance through the green river area development district in developing proposals and projects for community development block grant we recently used these funds with the friendly village sewer we've used them in masonville the fiscal court has capitalized on this for a variety of projects over the years effective august 10th 2020 hud made cdbg cv funds available to prevent prepare for or respond to the coronavirus 38 million was set aside for utility assistance and i know you all are very familiar with that because you were able to obtain those funds as well however there have been some funds remaining in that pool of monies and so now department of local government is looking for projects um more capital type projects um to expend these funds so we want it the commonwealth wants to use all of the 38 million that it can so now it's pretty much an open call for different types of projects other than utility assistance the proposed project will provide funds to oasis women's shelter to acquire property the total estimated project is

1.4 million davis county fiscal court will be requesting a million dollars on behalf of the shelter and the remaining funds will be provided by oasis since the project funds are being sought through housing and urban development administration the uniform relocation act or ura does apply to this project so should there be anyone dislocated as a result of this project we will implement the proper ura protocols and copies of that information is available at the grad office so i welcome any comments or questions judge commissioners comments questions joanna you and i have talked a little bit naturally i had a concern when you first came to me because uh davis county fiscal court must apply for cdbg grants the city of owensboro is in an entitled community they get a certain amount every year they don't have to apply for does this have any effect let's say that i wanted to go out and apply for cdbg funds to do a sewer project somewhere in the county right after this happens because typically you only have one cdbg grant

working at a time does this interfere with our ability to do that it does not that's an excellent question judge you're right typically there could be threshold issues i'm having an open project that prohibits you from soliciting and securing additional dollars however the cv which means covet dollars are separate and distinct from the traditional allocation that dlg receives typically also when the when projects are inside of the city the the corporate limits of the city the county is not allowed to use cdbg funds but again this being the cv cdbg funds i assume that is waived as well that is wave that is correct uh traditionally the county could not would be prohibited in conducting a project within the city limits also in addition to that judge that is correct but because of the nature of the services with seven counties that's why they've waived that as well commissioners any other questions or or comments i think anytime we have an opportunity to help oasis uh do the job that they have done so well over the

years that we we should be happy and we are happy and willing participants so uh andre do you want to say anything while you're here hate for you to come and not speak yes thank you very much i just want to share a little bit about what this project will be able to do over the past 40 years our shelter has been a very congregate operation and so that means everybody is in one space and because these dollars are specifically related to covet 19 this project's going to allow us to provide non-congregate shelter which means that our participants and our residents in our program will be able to be in their own individual units which will not only prevent the spread of covet 19 but it will also help provide them individualized space and decrease the risk of further trauma and so i just want to thank you all for considering the application and supporting us in this process and and we might uh and i don't want to say this to beat anybody up but the reason that you're looking to do this is that you are having to move from your current location that property is going to be

utilized for for other issues we've been there for 26 years and so this was a little unexpected but we believe it's going to benefit oasis and our community in the future eliminate our lemons yeah okay thank you what is it yeah if i could judge what what's your timetable fast um we we need to move pretty quickly um so we have to be out of our current location um by september 30th um and that doesn't mean we can move on september 30th because of i mean we're a 65 bed facility so we're going to need to be able to prepare to move okay in the spring and so it's a pretty quick timetable and thanks to joanna because we've had a lot of deadlines and things are moving fairly quickly we're hoping to be able to start our relocation process and you guys have been working pretty diligently pretty hard as a matter of fact i think they've already had some meetings with planting zoning and codes and just greasing the wheels before they even even closed out things yeah so any other question or comment jordan did we have any public comment
